On the morning of April 8, in Hanoi, the Central Propaganda and Mass Mobilization Committee organized a national conference to study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress for journalists, publishers, artists and intellectuals.
At the conference, the topic "New and Important Points in the Documents of the 14th Party Congress" presented by Prof. Dr. Ta Ngoc Tan - former member of the Party Central Committee, former Director of the Ho Chi Minh National Academy of Politics, former Standing Vice Chairman of the Central Theoretical Council - clarified many core contents, reflecting new developments in theoretical thinking, strategic vision and national development orientation in the coming period.
New development thinking: strong shift from "orientation" to "action
According to Prof. Dr. Ta Ngoc Tan, the 14th Congress takes place in a context where the world and the region have many rapid, complex, and unpredictable changes, with increasing strategic competition and fragmentation trends in international relations.
In that context, one of the prominent new points of the 14th Congress Document is the fundamental innovation in the approach and organization of document development in an integrated and systematic direction.

He emphasized: "One of the outstanding new points of the 14th Congress is the innovation in the way of building and organizing the implementation of documents. The integration of major reports into a unified document not only makes the document shorter and easier to access, but also reflects the organic connection between development fields".
Notably, the XIV Congress clearly shows a strong shift in leadership and implementation methods. According to him, the XIV Congress clearly shows a very drastic shift from "orientation" to "action". The Party's guidelines are not only limited to determining directions, but have been concretized into very clear policies, programs, roadmaps and implementation responsibilities.
Along with that, development thinking also has a fundamental transformation. The documents of the XIV Congress clearly define the requirement for rapid development in parallel with sustainability, based on science - technology, innovation and digital transformation.
Prof. Dr. Ta Ngoc Tan said: "This is not just a technical adjustment, but a qualitative change in development thinking, showing the determination to move the country to a growth model based on knowledge, technology and modern institutions.
A new point of profound theoretical significance is the generalization and establishment of the theory of the renovation line as an important component in the Party's ideological foundation. This is considered a new step in the development of theoretical awareness, contributing to perfecting the theoretical system on the path to socialism in Vietnam.
In addition, the 14th Congress continued to emphasize that synchronous completion of development institutions is a strategic breakthrough of decisive significance. The viewpoint "political institutions are key, economic institutions are central" is affirmed, in order to create an institutional foundation for rapid and sustainable development.
Shaping a new development model: science and technology is the driving force, culture is the foundation
Based on innovative thinking, the Document of the 14th Congress established a comprehensive development orientation system, in which the new growth model plays a central role.
According to Prof. Dr. Ta Ngoc Tan, the fundamental new point of the growth model is the shift from relying on capital, resources and cheap labor to relying on knowledge, technology, innovation and digital transformation. This is the foundation for improving the productivity, quality and competitiveness of the economy.
The 14th Congress also clarified the relationship between the State - market - society. Accordingly, the market plays a decisive role in mobilizing and allocating resources, the State plays a role in orienting and creating development, and society participates in supervision and criticism.

An important highlight is the change in the role of science and technology. If previously mainly playing a supporting role, it has now been identified as a direct driving force for growth. Along with that, education and training are identified as the foundation for developing high-quality human resources.
In particular, the 14th Congress continued to emphasize the central role of people and deepen the position of culture in development. Prof. Dr. Ta Ngoc Tan clearly stated: "Culture is not only the spiritual foundation of society, but also the regulatory system for the rapid and sustainable development of the country.
