Changes when the Ministry of Culture, Sports and Tourism performs the function of press management

The Ministry of Culture, Sports and Tourism (MOCST) officially performs the function of state management of press; radio and television; publishing and printing.

According to Decree No. 43/2025/ND-CP dated February 28, 2025, the Ministry of Culture, Sports and Tourism is a Government agency, performing the function of state management of culture; family; physical education, sports; tourism; journalism; radio and television; news; publishing, printing, and distributing; electronic information; basic information and foreign information nationwide; state management of public services in sectors and fields under the state management of the ministry.

From March 1, the Ministry of Culture, Sports and Tourism will add the function of managing press, radio and television; news; publishing, printing, distributing; electronic information; basic information and foreign information.

Regarding the organizational structure, the Ministry of Culture, Sports and Tourism has 25 units. In which, the units transferred to the Ministry of Culture, Sports and Tourism include: Department of Press; Department of Radio, Television and Electronic Information; Department of Publishing, Printing and Distribution; Department of Information and External Affairs.

Regarding journalism (including print newspapers, electronic newspapers, radio and television, newsletters, newsletters, and special issues), the Ministry of Culture, Sports and Tourism organizes information for the press and manages press information; conducts the measurement and publishing of data related to press activities according to the provisions of law.

The Ministry will issue regulations on organizing press competitions and festivals.

Check the national printed press file system; implement electronic file storage of spoken newspapers, visual newspapers, and electronic newspapers according to the provisions of law; guide and inspect the organization of speaking and providing information to the press of state administrative agencies according to the provisions of law.

The Ministry of Culture, Sports and Tourism issues, amends, supplements, temporarily suspends, suspends, and revokes licenses in the fields of journalism, radio and television; issues and revokes press cards; approves press conferences according to the provisions of the law on journalism.

Guiding the activities of domestic press and journalists, coordinating with relevant agencies to manage the activities of Vietnamese press related to foreign countries and press activities of foreigners and foreign organizations in Vietnam; giving opinions on the appointment, reappointment, and assignment of responsibility to lead press agencies according to regulations.

Regarding publishing (including publishing, printing, and distribution), the Ministry of Culture, Sports and Tourism issues, extends, amends, supplements, temporarily suspends, suspends, and revokes licenses in the field of publishing, printing, and distribution according to the provisions of law; confirms and manages the publishing registration of the publishing house, registers the printing facility, registers printing activities for products that do not require a license, registers the issuance of publications, registers electronic publishing activities, and distributes electronic publications according to the provisions of law.

Organize the appraisal of publications according to the provisions of law; organize the inspection of circulation publications and manage circulation of publications; organize the placement of orders and bring publications to areas with particularly difficult socio-economic conditions, remote areas, mountainous areas, border areas, islands; organize national book fairs and manage the distribution of publications abroad according to the provisions of law.

Decide to suspend, revoke, confiscate, ban circulation and destroy publications that violate the law; issue, extend, and revoke editing certificates in accordance with the provisions of law; manage publishing support activities in accordance with the provisions of law; give opinions on the appointment, reappointment, and assignment of responsibility to publishing leaders according to regulations.

Regarding electronic information, the Ministry of Culture, Sports and Tourism performs the task of managing online electronic game services, electronic information pages, social networks, information content, and applications providing information on the network according to the provisions of law.

Issuing, renewing, amending, supplementing, temporarily suspending, suspending and revoking licenses and certificates of electronic games on the network, establishing electronic information pages, providing social networking services and electronic information on the network according to the provisions of law.

Manage the content, quality and prices of radio and television services according to the provisions of law.

Regarding basic information, the Ministry of Culture, Sports and Tourism will develop information and propaganda contents at the grassroots level under the functions and tasks of the ministry and guide the implementation.

At the same time, the Ministry guides the construction and operation of the grassroots information system; organizes information provision, manages the information content of the grassroots information system nationwide...
