He believes that copyright infringement is no longer just about "watching pagodas", "listening to pagodas", but has formed an ecosystem of profiteering from advertising and traffic.
The Prime Minister's request to dismantle websites with large traffic is targeting the "hotspot" of digital copyright infringement. If only handling individual links and accounts, they will always run after violations" - Mr. Son emphasized.
According to Mr. Son, the important solution is to strengthen law enforcement in a faster, stricter and more substantive direction, because in the digital environment, slow processing can cause violating content to spread with millions of accesses. In addition, it is necessary to build an effective coordination mechanism between management agencies, police, network operators, digital platforms and rights owners to handle cross-border violations.
He also believes that it is necessary to strongly develop legal content platforms with reasonable prices and rich content.
In the long term, Vietnam needs to continue to improve the mechanism for implementing copyright in the digital environment, promote the building of a national copyright database and raise social awareness about respecting intellectual property rights.

Cutting cash flow to deal with illegal websites from the root
From a legal perspective, lawyer Hoang Ha - Ho Chi Minh City Bar Association - said that the request to crack down on pirated movie and music websites shows that the Government is considering online copyright infringement as a serious, systematic act and can be criminally handled when conditions are met.
Individuals and organizations operating illegal websites may be administratively sanctioned, forced to remove violating content, compensate for damages, and even be prosecuted for criminal liability under Article 225 of the 2015 Penal Code if they operate on a commercial scale or make large illegal profits.
The State is shifting from passive handling to a more proactive approach, that is, targeting large websites, operating organizations, revenue sources and the technical chain behind it" - lawyer Hoang Ha commented.
According to the lawyer, to be effective, it is necessary to handle the entire ecosystem behind it, including domain names, servers, advertising accounts, payment channels and administrators.
An important solution is to cut off revenue from illegal websites by controlling advertising and cash flow generated from illegal activities.When there are no more revenue, violating websites will find it difficult to maintain long-term operations.
