The decision clearly states that the cash bonus according to regulations for 1 collective and 1 individual awarded Certificates of Merit from the Prime Minister includes: Information and Communication Technology Center, Department of Science and Technology of Bac Ninh province. Mr. Than Viet Dung, Specialist of the Department of Science and Education - Culture, Office of the People's Committee of Bac Ninh province.
Bonus amount: VND 16,380,000/collective; VND 8,190,000/individual. Total bonus amount: VND 24,570,000.
Heads of agencies: Office of the Provincial People's Committee, Department of Home Affairs, Department of Finance, Department of Science and Technology, State Treasury of Region VI and collectives and individuals named in Article 1 based on the Decision on implementation.
It is known that the condition for being awarded the Prime Minister's Certificate of Merit for individuals is that they have been awarded certificates of merit from Ministries, departments, branches, and provinces and have been continuously from 5 years or more until the time of requesting to be recognized for completing tasks well or more, during which time they have been awarded the title "Grassroots Emulation Soldier" 3 times, based on the 2022 Law on Emulation and Commendation.
Article 42 of Decree 98/2023/ND-CP Detailing the implementation of a number of articles of the Law on Emulation and Commendation stipulates the dossiers and procedures for considering or posthumously awarding the "Commendation Certificate of the Prime Minister" as follows:
1. Dossier requesting consideration for awarding or posthumously awarding "Commendation Certificate of the Prime Minister" has 1 ministry (original) including:
a) Submission from ministries, departments, branches, and provinces;
b) Report on the achievements of cases requesting commendation with certification from the level submitted to the Prime Minister;
c) Minutes of consideration for commendation by the Emulation and Commendation Council of ministries, departments, branches, and provinces;
d) In cases where individuals and collectives are proposed for commendation for achieving unexpected achievements, having a scope of influence in ministries, departments, branches, provinces or being awarded in the region, contributing to the socio-economic development of the country, applying scientific and technical advances, social work, and humanitarian charity, they must have certification or confirmation from a competent agency or organization about the achievements proposed for commendation;
e) Related documents as prescribed in Article 30 of this Decree (if any).
