Hanoi City People's Committee has just sent a report to Hanoi City People's Council on the low-emission zone project in Ring Road 1.
Hanoi City People's Committee said that in recent years, the air quality in Hanoi city has declined at times, especially in the urban center area, where high population density, high traffic volume and many socio-economic activities are concentrated.
According to research results of the Ministry of Agriculture and Environment conducted in the years 2023 - 2025, the contribution rate to PM2.5 dust in the city from transport activities is 25%, construction and road dust1 20%, open combustion 12%, secondary dust formed from polluting gases, including industrial 27% and other sources 6%. According to inventory data of internal sources, in the City alone, direct sources from transport activities are 59%, road dust and construction activities 28%, open combustion and civil activities 11%, industrial activities 2%.
Ring Road 1 is the core area of the Capital, concentrating many administrative agencies of the Central Government and the City, residential areas, historical sites, schools, hospitals and service - commercial activities, so the requirement to ensure the quality of living environment is increasing.
The implementation of emission control solutions in the central area, gradually limiting high-emission vehicles, promoting the use of clean transportation and public transport is an urgent requirement to improve air quality, protect community health and develop sustainable urban areas.

According to the project content, phase 1 from July 1, 2026 - December 31, 2026 will be piloted in Hoan Kiem ward.
The low emission zone is limited to 11 streets in Hoan Kiem ward including: Trang Tien, Hang Khay, Le Thai To, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Mam, Nguyen Huu Huan, Ly Thai To. This area is 0.5 km2 wide, 3.5 km in circumference, with a population of about 22,000.
In low-emission areas, gasoline motorbikes are prohibited from circulating from 6 pm to 12 am on Fridays, from 6 am to 12 am on Saturdays and Sundays. Motorbikes and gasoline motorbikes operating on the application software platform supporting transport connections are also prohibited.
Trucks under 2 tons, meeting emission standard level 4, are only allowed to operate outside peak hours. Trucks from 2 to under 3.5 tons, meeting emission standard level 4, are only allowed to run from 9 pm to 6 am the next day and must be approved in writing by the City Police. Trucks over 3.5 tons are prohibited from operating.
Cars with 16 seats or more (excluding buses and school buses) on streets in the Old Quarter area and around Hoan Kiem Lake in Hoan Kiem and Cua Nam wards must meet level 4 according to the National Technical Regulation on emissions of cars participating in road traffic (standard). This vehicle is prohibited from circulating from 6:00 AM to 9:00 AM and from 4:00 PM to 7:30 PM daily.
Buses, school buses, emissions must reach level 4 according to regulations. Vehicles under 16 seats using fossil fuels, emissions must reach level 4.
