The 28th session of the Hanoi People's Council will take place from November 26 to 28. Here, delegates will consider approving two important resolutions: Regulations on low-emission zones (areas that limit polluting vehicles to improve air quality) and policies to support the conversion of road vehicles to clean energy.
Accordingly, the draft on a number of policies and measures to support the conversion of road vehicles using clean energy in Hanoi city stipulates policies on fees, charges, and service prices as follows:
The city exempts tickets for using large-volume public passenger transport for meritorious people, people with disabilities, the elderly, children under 6 years old, poor households, students, and workers in industrial parks in the city.
The city budget supports fees for granting registration certificates and license plates for green vehicles, specifically:
For green vehicles specified in Point b, Clause 2, Article 4 and buses using clean energy, green energy, and environmentally friendly when first registered from the effective date of this Resolution until January 1, 2021: Support 50% of fees.
For vehicles owned by a business that operates passenger transport by taxi or bus, when converting to green means of transport according to regulations and continuing to use the identification license plate issued to that business: Support 100% of fees.
For motorbikes and mopeds when switching to using clean energy, green energy, and environmentally friendly from the effective date of this Resolution until January 1, 2021: Support 50% of fees; for poor and near-poor households, the support level is 100%.
For businesses providing green vehicle rental services for self-drive for public transport purposes that temporarily use roadways and sidewalks as parking and gathering points, vehicles are exempted from roadways and sidewalks for a maximum period of 05 years.
The City People's Committee stipulates preferential rates for parking service prices for green vehicles.
A policy that people are very interested in is the financial support policy. Accordingly, the draft stipulates direct cash support as follows:
The city budget supports individuals with permanent residence or who have been temporarily residing continuously for 02 years or more in Hanoi, who are owners of motorbikes and mopeds using fossil fuels (registered before the effective date of this Resolution) when converting to motorbikes and mopeds using clean energy, green energy, and environmentally friendly (worth from 10 million VND or more).
Each individual is supported for 01 vehicle during the period from the effective date of this Resolution to before January 1, 2031.
Support level: Support of 20% of the value of the converted vehicle but not exceeding 05 million VND. For individuals in poor households, 100% of the value of the converted vehicle will be supported but not more than 20 million VND; individuals in near-poor households will be supported with 80% of the value of the converted vehicle but not more than 15 million VND.
Support for preferential loans and interest support is as follows:
The city budget supports 30% of loan interest with the entire value of loan contracts for individuals who buy and install motorbikes and mopeds using clean energy, green energy, and environmentally friendly ( installment packages not exceeding 12 months) at sales units in coordination with financial companies and commercial banks.
The city budget supports 30% of bank loan interest or loans from the City Development Investment Fund with the entire value of the loan contract implemented during the loan term (maximum not exceeding 05 years).
This policy applies to vehicles owned by units performing public services, road passenger transport business, road freight transport with headquarters and scope of operations in Hanoi when converting to green vehicles (newly purchased vehicles are used as mortgaged assets), including:
Ambulances, postcards, specialized trucks (road sweeping, road washing, garbage transportation, urban infrastructure maintenance); cars used for transporting preschool children and students (except for cars used for transportation combined with transporting preschool children and students); taxis; passenger transport vehicles under contracts with a capacity of up to 08 seats (excluding the driver's seat) using electronic contracts; vehicles for rent for urban public transport purposes.
The city budget supports 30% of bank loan interest or loans from the City Development Investment Fund with the entire value of loan contracts made during the loan period (maximum not exceeding 05 years) for vehicles owned by units providing self-drive road vehicle rental services with headquarters and operating scope in Hanoi when investing in purchasing green vehicles for public purposes.
