On the afternoon of June 13, the Standing Committee of the Thanh Hoa Provincial Party Committee held a conference to give opinions on the preparation of conditions for organizing and operating the operating model of the new Party Committee, government, Party agencies, commune and ward unions and a number of other important contents.
According to the report of the Standing Committee of the Provincial People's Committee Party Committee, from June 18-25, 2025, all 166 newly established communes and wards will simultaneously implement a trial operation according to the agreed scenario developed by the Standing Committee of the Provincial People's Committee Party Committee.
The operating contents include: organizing the first meeting of the People's Committee of the commune and ward to approve working regulations, work programs and deploy specific tasks; organizing emergency response conferences to natural disaster situations; operating on-site command and control mechanisms; checking logistics work, evacuating people, coordinating forces to prevent and control natural disasters...
The Commune-level Public Administration Service Center will also organize a trial operation according to the service, professional and effective government model.
Also at the conference, the Standing Committee of the Provincial Party Committee gave opinions on the expected scenario of the first session of the People's Council of the commune and ward, term I, 2021-2026; the plan for drills to organize a conference to deploy the plan for the Party Congress of the commune and ward for the 2025-2030 term.
Concluding the conference, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh agreed with the reports, submissions, and plans on the necessity, purpose, and requirements of the trial operation of the activities of the Party Committee, government, the Fatherland Front (FFC) and new commune-level organizations.
The Secretary of the Thanh Hoa Provincial Party Committee also requested localities to prepare well the conditions for equipment and personnel to organize conferences in the correct order, fully simulate practical situations, ensure quick operation, flexible response, ensure substance and non-formalism.
The organization of trial operations must be synchronous and unified; meetings of People's Committees of communes and wards must have sufficient procedures and components. Localities, especially heads of Party committees and commune-level authorities, must grasp the scenario and take direct responsibility for the effectiveness of trial operations in the area under their charge.
