The Hanoi Party Committee has just issued a plan to pilot the operation of a two-level local government model in the city.
According to the plan, from June 20 to 26, Hanoi will operate services related to public administrative procedures to serve people; operate services and groups of work related to departments, branches, localities, people, and businesses.
On June 27, the city held a preliminary review, drawing experience; continuing to synchronously deploy at units.
The operation of the above services is carried out at the headquarters of the agencies of 126 new communes and wards; reception and return points in the city, including 12 branches of the City Public Administration Service Center and public administrative service points in the new communes and wards.
According to the plan, the Standing Committees of the Party Committees and People's Committees of communes and wards will resolve hypothetical situations before, during and after operating the new commune-level local government.
Hanoi will operate a trial operation of receiving and transferring documents to and from the political system; operate the reception and processing of feedback on feedback from people and businesses through the iHanoi application or directly at the reception counter.
In addition, the city will operate the reception and settlement of administrative records at the commune level, including medicine, certification, birth registration, and death registration; operate the reception and settlement of administrative procedures in the fields of civil status, land, and construction.
Hanoi also operates to receive and resolve projects that are being implemented or are still pending in the old districts, towns and cities to coordinate with departments, branches and sectors in the city to continue implementing or submit to competent authorities for consideration and resolution according to regulations.
The city will select hypothetical situations of an important and complicated nature, such as construction projects that are behind schedule due to lack of licenses, or land disputes between old commune-level administrative units...
After the trial operation, the apparatus of 126 communes and wards of Hanoi City officially came into operation from July 1.
