Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just signed a document assigning Mr. Nguyen Loc Ha - Standing Deputy Secretary of the Party Committee of the Ho Chi Minh City People's Committee, Vice Chairman of the Ho Chi Minh City People's Committee to direct and resolve the regular and daily records and work of the Ho Chi Minh City People's Committee.
The decision takes effect from November 15, 2025 and will last until a new assignment is made.
This assignment aims to ensure continuity in the work of supporting the Chairman of the Ho Chi Minh City People's Committee in managing and handling the general work of the Ho Chi Minh City People's Committee, after Permanent Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho was elected to hold the position of Vice Chairman of the Ho Chi Minh City People's Council.
Mr. Nguyen Loc Ha was born in 1974, from Binh Duong province (now Ho Chi Minh City). He has a degree in Architecture and a Bachelor's degree in Political Economics.
Before holding the position of Vice Chairman of the Ho Chi Minh City People's Committee, he held many important positions in Binh Duong province before the merger, including: Deputy Director of the Department of Construction, Chairman of the Thu Dau Mot City People's Committee, Vice Chairman of the Provincial People's Committee and Standing Deputy Secretary of the Provincial Party Committee.
From July 2025, after Binh Duong merged into Ho Chi Minh City, Mr. Ha was transferred to hold the position of Vice Chairman of the Ho Chi Minh City People's Committee.
On August 23, at the 1st Congress of the Ho Chi Minh City People's Committee Party Committee, Mr. Nguyen Loc Ha was appointed as the Standing Deputy Secretary of the Ho Chi Minh City People's Committee Party Committee for the 2025 - 2030 term.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc also assigned Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong to be in charge of the entire railway sector in the area.
This is to ensure smooth and synchronous direction and operation, while speeding up the progress of railway projects.
Mr. Bui Xuan Cuong will directly direct and coordinate between agencies and units, review, process and sign all documents and records related to planning, investment, administrative procedures and implementation of railway projects.
