On July 8, at the periodic press briefing, the Department of Construction of An Giang province provided information related to the handling plan for the 110kV Ha Tien - Phu Quoc underground cable break incident that occurred on November 29, 2025.
The Provincial Department of Construction informed that it has directed relevant units to coordinate to ensure sufficient resources, vehicles, and necessary equipment to support An Giang Power Company in the process of overcoming the 110kV Ha Tien - Phu Quoc submarine cable break incident.
On December 5, 2025, the construction of 3 offshore supporting poles and the installation of 2 concrete power poles on land were completed, restoring power supply in Phu Quoc. The estimated remedial cost is 2.4 billion VND temporarily advanced from the construction unit's budget.
Mr. Nguyen Ngoc Lan - Deputy Director of the Department of Construction of An Giang province - said that the Provincial People's Committee had a working session to listen to a report evaluating the plan and selecting solutions to overcome the 110 kV Ha Tien - Phu Quoc underground cable incident proposed by the Southern Power Corporation.
Option 1 is to convert to a 110kV overhead line, with a total estimated cost of about 15.66 billion VND. The expected implementation time is October 2026. Power outage time is 1-2 days.
The advantage of the plan is that the deployment time is faster, proactive in materials sources and construction organization. Investment costs are significantly lower than the submarine cable connection plan. Convenient for operation management, inspection, maintenance and incident handling. Reduces the risk of recurrence of incidents due to the impact of construction, leveling, and sea reclamation activities in the future. Easy to observe, detect and handle incidents during operation...
However, the limitation is changing the technical solution that was initially approved from underground cables to overhead lines. It is possible to affect spatial planning, urban landscape, environment and projects expected to be implemented in the area...
Option 2 is to reconnect the underground cable, restoring it to its original state. The total estimated cost is about 34.23 billion VND. The expected completion time is no later than April to May 2027 (depending on the cable connection box supplier). The power outage time lasts 20-25 days.
The advantage of the plan is that it is consistent with the design dossier, technical plan and investment policy approved by competent authorities. Does not change the structure, scale and nature of existing works. Does not affect related planning, urban planning, coastal landscape and infrastructure projects expected to be implemented in the area.
However, the limitation is the large cost of repair, construction and mobilization of specialized equipment. Depends on imported specialized materials and equipment (submarine cable connection boxes, submarine cable heads...), extended supply time; long preparation and construction organization time, heavily dependent on weather conditions at sea. The expected completion progress extends to 2027, affecting the proactiveness in ensuring power supply for Phu Quoc...

The Provincial People's Committee also identified this as an important energy project, related to planning, approved design, urban development space, energy security and specialized management authority. Therefore, the selection of remedial plans must be comprehensively assessed, ensuring compliance with legal regulations, authority, and harmony between the urgent requirement for electricity supply and the long-term and stable development requirements of the locality.
Southern Power Corporation is urgently synchronously deploying key power projects in the direction of improving reliability and multi-layered backup. In which, Phu Quoc 220kV substation is being accelerated to be completed to supplement a large capacity source and ring circuit connection with the 110kV system; the 110kV Phu Quoc - North Phu Quoc power line (more than 40 km, total capital of nearly 353 billion VND) to increase transmission capacity for the North island area; along with the 220kV Kien Binh - Phu Quoc power line that is operating and continuing to be upgraded, playing the role of direct power supply from the mainland and strategic backup when the 110kV submarine cable encounters problems.
