The Ministry of Agriculture and Environment has just issued a telegram on proactively responding to floods especially large on rivers in Hue city, emergency floods on rivers in Da Nang city.
The dispatch clearly stated that currently, floods on the Huong River (Hue City) and Vu Gia-Thu Bon River (Da Nang City) are rising above alert level 3 (BD3).
It is forecasted that on the afternoon of October 27, floods on rivers in Hue city will continue to rise rapidly, at Phuoc station there is a possibility of rising above the historical level of 0.05 - 0.1m (5.24m in 2020); at Kim Long station, it will rise above level 3 by 1.10m; on Vu Gia river at Ai Nghia station, it will continue to rise and remain above level 3; There is a high risk of deep flooding in low-lying areas along the river and flash floods, landslides in mountainous areas.
To proactively respond to particularly large floods and emergency floods, the National Civil Defense Steering Committee recommends that ministries, branches and People's Committees of Hue and Da Nang cities:
Closely monitor the developments of especially heavy floods and emergency floods; promptly inform authorities and people at all levels to proactively prevent and avoid them.
Urgently organize the evacuation and urgent evacuation of people in low-lying areas, along rivers with high risk of flooding, and areas at high risk of landslides to safe places. Especially for Hue city, immediately deploy a response plan to historic floods in 2020 or later.
Based on specific situations, proactively decide to let students stay home from school during floods to ensure safety; arrange forces to control, support, and guide traffic in deeply flooded areas, resolutely not allowing people to pass through if safety is not guaranteed.
Direct the operation and regulation of hydroelectric and irrigation reservoirs to ensure the safety of works and downstream.
Organize patrols, guard, deploy flood prevention plans, ensure safety according to the alert level; prepare forces, materials, and means to handle the dike incident at the first hour.
Immediately deploy forces, means, materials, food, and necessities in key areas, especially those at risk of cutting and isolating, promptly respond to and handle arising incidents according to the "four on-site motto".
