Persistent movement
At many payment points in Cao Bang province, instead of waiting to receive cash as before, beneficiaries are guided by social insurance officials and post office staff to register and use accounts to receive benefits. This is one of the results of promoting non-cash payments in the field of social security.
In the September 2026 payment period, Thach An Grassroots Social Insurance strengthens supervision of pension and social insurance allowance payments at payment points of post offices in the area. Along with that, the unit coordinates to propagate and mobilize beneficiaries to change the method of receiving money.
At the payment points, Thach An grassroots social insurance officials directly grasp the situation, supervise the implementation process and inspect the compliance with regulations. The content that is focused on is the payment for direct beneficiaries and cases of receiving benefits through authorization.
Issues arising during the payment process are recorded and coordinated for timely handling. Through this, payments are made to the right beneficiaries, fully and ensuring the rights of beneficiaries.
In parallel with the supervision work, Thach An grassroots social insurance officials coordinated with commune post offices to propagate about the method of receiving pensions and social insurance allowances through accounts.
At the payment points, beneficiaries are explained about the benefits of receiving money without using cash. With this method, people can be more proactive in receiving and using the money they receive, while reducing time and travel costs.
For the elderly or those still facing difficulties in accessing technology, social insurance officials directly guide the procedures for registering, opening and using bank accounts.
In Thach An area alone, from the beginning of 2026 to now, grassroots social insurance has mobilized an additional 469 people to transfer to receiving pensions and social insurance allowances through personal accounts.
To date, Thach An has 1,666 people receiving monthly benefits in this form, accounting for 69.51% of the total number of people receiving pensions and social insurance allowances. This rate is 3.51 percentage points higher than the assigned target.
The above results show that the method of receiving money through accounts is gradually changing the habits of beneficiaries in the locality. From directly going to the payment point to receive money, a part of the population has switched to transactions through banks.
Expanding throughout the province
Not only in Thach An, Cao Bang Provincial Social Insurance has also promoted propaganda and mobilized people receiving pensions and monthly social insurance allowances to receive money through accounts.

Provincial Social Insurance coordinates with agencies, units, local authorities and the banking system to propagate the benefits of this payment method.
Social insurance officials directly support people in carrying out related procedures, especially those who are elderly or not familiar with using banking services.
In Thuc Phan ward, provincial social insurance officials coordinated with the Provincial Post Office to propagate and mobilize people to change the method of receiving monthly pensions.
As of September 15, the whole province has more than 16,400 people receiving monthly pensions and social insurance allowances through accounts, accounting for 64.5% of the total number of beneficiaries.
Notably, in the 2 pension payment periods in August and September, the provincial Social Insurance and grassroots Social Insurance mobilized about 2,000 people receiving monthly pensions and social insurance allowances to transfer from receiving cash to receiving through personal accounts.
During the same period, about 2,301 people receiving one-time social insurance benefits and 1,501 people receiving unemployment benefits also switched to receiving money through accounts.
Changing the payment method helps beneficiaries not have to directly bring cash after each benefit period. The money is transferred to the account, creating conditions for people to proactively manage and use their income.
For policy-implementing agencies, this form also contributes to increasing publicity and transparency in the payment process. This is also a step in promoting non-cash payments and digital transformation in the field of social insurance.
However, for a part of beneficiaries, especially the elderly, opening and using bank accounts still requires direct support. Therefore, guidance at payment points continues to be identified as one of the important tasks.
In the coming time, Cao Bang Provincial Social Insurance and related units will continue to propagate and mobilize beneficiaries to register to receive pensions and social insurance allowances through accounts. Those who still have difficulties in opening or using accounts will be guided and supported.
From direct payment points to each bank account, the method of receiving benefits is gradually changing in a more convenient direction for people. This is also part of the digital transformation process, bringing social security services closer to beneficiaries.
It can be said that switching from receiving cash to receiving through accounts is gradually becoming a habit of many policy beneficiaries in Cao Bang. Along with the direct support of social insurance officials, this method contributes to ensuring safe and convenient payment and promoting digital transformation in the field of social security.
