Priority in arranging accommodation for people
On November 11, the People's Committee of Binh Dinh province announced that the Chairman of the province has agreed to the proposal to relocate households affected by flood drainage flows of the Binh Dinh coastal road project, Cat Tien - Diem Van section (abbreviated as the coastal road project) through Phuoc Thang and Phuoc Hoa communes (Tuy Phuoc district).
Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan assigned Tuy Phuoc district to preside over and coordinate with the Department of Agriculture and Rural Development, Department of Transport, Department of Construction, Provincial Traffic Project Management Board and relevant parties to review and assess the impact of flood drainage flows on households during the rainy season.
After completing the assessment, Tuy Phuoc district reported to the Department of Natural Resources and Environment to synthesize and propose to the Provincial People's Committee to relocate households in Phuoc Thang and Phuoc Hoa communes affected by the construction of Phuoc Thang 2 bridge, Phuoc Hoa bridge and overpass in Kim Dong village (belonging to the Coastal Road project) according to regulations.
Tuy Phuoc District shall preside over and coordinate with relevant parties to inspect, update, and supplement the area and type of land expected to be recovered from households affected by the construction of the above bridges to the list of works and projects for which the state will recover land.
The Binh Dinh Provincial Land Fund Development Center has temporarily suspended the auction of the remaining land lots in the Luong Binh Village Resettlement Area (Phuoc Thang Commune) and Kim Tay Village Resettlement Area (Phuoc Hoa Commune) of Tuy Phuoc District. At the same time, it has allowed the use of 43 land lots in the Tan Thuan Resettlement Area (Phuoc Thuan Commune) for the Provincial Traffic Project Management Board to arrange resettlement for affected households.
24 households are subject to relocation
Implementing the direction of the Chairman of Binh Dinh Provincial People's Committee, Tuy Phuoc district has organized a review and assessment of the impact of flood drainage flow on households in the project area.
Through review, the Coastal Road project through Phuoc Thang commune has built 3 bridges. Of which, at the construction site of Phuoc Thang 2 bridge, 14 households have houses located within the flood drainage flow, at risk of being swept away by flood, threatening the property and lives of the people.
At the construction site of Phuoc Hoa bridge over Go Boi river and overpass in Kim Dong village, Phuoc Hoa commune, 10 households are at risk of being deeply flooded during flood season.
In order to ensure the property and lives of households affected by the project, Tuy Phuoc district proposed the Provincial People's Committee to soon issue a policy and plan to relocate the above 24 households to new residences. At the same time, these households will be entitled to compensation and site clearance policies for the Coastal Road project.
Speaking with Lao Dong, Mr. Huynh Nam - Chairman of Tuy Phuoc District People's Committee said that according to the roadmap, the relocation of households affected by the Coastal Road project will be completed by early 2025.
"There are still many steps to be done, such as surveying, making compensation plans, and relocation, so it cannot be completed this year. However, for now, the locality has specific response plans for this year's storm season to ensure the safety of affected households," said Mr. Nam.
More than 280,000 people affected by natural disasters
According to the Department of Agriculture and Rural Development of Binh Dinh province, by the end of 2024, Binh Dinh may be directly or indirectly affected by 1-2 storms and tropical depressions; there is a possibility of 4-5 widespread heavy rains.
Through review, Binh Dinh currently has 403,460 households with 1,478,043 people updated on the Provincial Disaster Management software. Of these, 281,465 people are vulnerable and need attention and support when natural disasters occur.
The whole province has 159 communes, wards and towns affected by storms; 25 communes and wards of 5 coastal districts, towns and cities affected by rising sea levels; 119 communes, wards and towns affected by floods. In particular, there are 15 areas at high risk of landslides.
