Anxious every time it rains
At the apartment she has been attached to for many years in Hoa Minh apartment building, Thanh Khe ward, Ms. Le Thi Hang is used to the scene of taking basins and basins to collect water every time it rains.
The walls of the house are damp and moldy, many places are peeling off, water seeps through cracks. On rainy and windy days, her family's worry is not only that furniture is wet but also safety in a building that has been in use for more than 20 years.
Walls are peeling, moldy, water leaks everywhere, every rainy and windy season we are afraid the house will collapse. We just hope to move to a new, safer place soon" - Ms. Hang shared.

Hoa Minh Apartment Building was built in the period 2001-2002, including 8 3-story buildings with 288 apartments, once arranged for households subject to clearance to serve urban embellishment.
After more than two decades, many items have seriously deteriorated. Corrugated iron ceilings, peeling cement panels; patchy, waterlogged walls; narrow, damp corridors and stairs. Patched electricity and water systems also make people more uneasy.
Mr. Le Van Linh's family has 8 people living together in an apartment here. Nearly 20 years of being crowded in a degraded space, he hopes to have a more spacious place to live but still convenient for his children's work and study.
When the new apartment building is completed, I hope to return to live here because this area is convenient for my children's business and study" - Mr. Linh said.


Mr. Linh's hope is associated with the social housing project expected to be built on Hoa Minh apartment building land after clearance. The project has a total investment of more than 1,300 billion VND, a land area of about 7,770m2, including 20 above-ground floors, 2 basements and 933 apartments.
However, before being able to return to their new residence, households still have to go through the relocation, temporary residence and completion of procedures to buy or rent a house.
60 days away from the old house
On July 17, Da Nang City People's Committee issued a decision to recover houses belonging to public property in three apartment buildings Lam Dac San Hoa Cuong (Hoa Cuong ward), Thuan Phuoc (Hai Chau ward) and Hoa Minh (Thanh Khe ward) for relocation, clearance, and demolition.
The city recovered apartments of 38 households at Hoa Cuong Specialty Forest apartment building, 187 households at Thuan Phuoc apartment building and 55 households at Hoa Minh apartment building.
The works are determined to no longer be safe for continued use, and are subject to demolition according to the law on construction and the 2023 Housing Law.
Within 60 days from the date of receiving the decision, people must move people and property and hand over the apartment to the management agency.

The relocation policy received consensus because safety of life must be put first. However, for many families, leaving an apartment that has been attached for decades is not simply collecting belongings and returning keys.
Behind the move are worries about livelihoods, children's schools, elderly care, travel expenses and the ability to find a place to live that is suitable for income.
For small businesses or working near apartments, moving to a further place may increase costs and affect daily income. Mr. Linh's desire to return to Hoa Minh also shows that resettlement is not only about arranging another house but also about considering work, school and community relationships.
After the clearance, the Hoa Cuong Specialty Forest apartment building land is oriented to build a park, community activity house and parking lot. Thuan Phuoc apartment building land will be used as a park and parking lot; while Hoa Minh apartment building land will be invested in building social housing.
Do not let people temporarily reside for a long time
According to the approved plan, households can continue to rent social housing belonging to public assets or buy social housing in non-budget projects in the city.
Among 280 households, 101 households registered to continue renting social housing and 179 households registered to buy houses.
For households choosing to buy, the biggest desire is to have a stable and long-term place to live. However, the feasibility depends on the selling price, the initial amount to be paid, the loan policy and the apartment handover time.
Many families with low incomes are used to renting public houses, so switching to buying apartments may create financial pressure. People need to be provided with information about selling prices, loan conditions, application procedures and project progress soon.
While waiting for house arrangement or completing procedures for purchase and rent, households are arranged for temporary residence at the West and West expanded dormitory project, Hai Van ward. In case of self-housing, housing rental costs may be considered for support according to regulations.
Households are also considered for support for travel expenses and other supports according to the approved plan.
Da Nang City People's Committee assigned the Department of Construction to publicly announce the decision and guide procedures for purchasing social housing. Da Nang Housing Management and Exploitation Center prepares facilities at the temporary residence area, sends the decision to each household and receives the apartment after recovery.
To facilitate relocation, policies need to be specifically informed to each family. People need to clearly know the temporary residence, the time of transfer, the level of support and the roadmap for long-term accommodation arrangement.
