The Ministry of Transport issued Circular No. 33/2024/TT-BGTVT regulating the management of ferry service prices invested from the State budget and managed by the central government. The Circular takes effect from 2025.
Article 3 of the Circular stipulates the following subjects exempted from collecting ferry service fees:
People and vehicles using ferry services at Kenh Tat and Lang Sat ferry terminals on National Highway 53, Kenh Sau ferry terminal on National Highway 53B.
Ambulances and cars are carrying accident victims to the emergency room.
Fire trucks of the Fire Prevention, Fire Fighting and Rescue Police force and fire trucks of other forces mobilized for fire fighting tasks have priority signals according to the provisions of law.
Agricultural and forestry machinery includes: plows, harrows, tillers, weeders, and threshers.
Dike protection vehicle; vehicle on emergency duty to prevent and fight floods and storms as mobilized by competent authorities.
Specialized vehicles serving national defense include specialized vehicles with license plates: red background, white letters and numbers embossed with specialized defense equipment (including: tank trucks, crane trucks, vehicles carrying armed forces on the march, understood as passenger cars with 12 seats or more, covered transport vehicles with seats installed in the trunk, control vehicles, military inspection vehicles, specialized vehicles for transporting prisoners, rescue vehicles, satellite information vehicles, other specialized cars serving national defense), vehicles on emergency missions using one of the priority signals as prescribed by law in case of emergency missions.
Specialized vehicles of units under the organizational system of the People's Public Security force include:
Traffic police patrol cars have the following characteristics: on the roof of the car there are rotating lights and on both sides of the car body there are printed the words "TRAFFIC POLICE".
Police car 113 has the words "POLICE 113" printed on both sides of the car.
Mobile police cars have the words "MOBILE POLICE" printed on both sides of the car.
Transport vehicles with seats installed in the trunk of the People's Public Security force on duty.
Prisoner transport vehicles, rescue vehicles and other specialized vehicles of the People's Public Security force.
Special vehicles (satellite information vehicles, bulletproof vehicles, anti-terrorism and anti-riot vehicles and other special vehicles of the People's Public Security force).
Police vehicles on emergency duty use priority signals as prescribed by law.
Vehicles of the defense forces participating in exercises, force maneuvers, and transporting weapons and equipment are guided by specialized military vehicles.
Funeral vehicles, including:
Vehicles with specialized structures for funeral services (including: hearses, refrigerated trucks used to store and transport bodies).
Funeral vehicles (including: passenger cars accompanying the hearse, flower trucks, and photo procession vehicles).
The convoy was led by a traffic police car.
Vehicles are responsible for transporting medicine, machinery, equipment, supplies, and goods to disaster areas or epidemic areas according to the provisions of law on emergency situations in case of major disasters or dangerous epidemics.
War invalids, sick soldiers, people with disabilities, students, children under 10 years old (including those traveling by bicycle or motorbike). When using the ferry service in this case, they must present necessary documents (original or certified copy, certified electronic copy of the original or electronic copy issued from the original book) such as: war invalids, sick soldiers card; Certificate for war invalids, sick soldiers with citizen identification card; student card, citizen identification card or school certificate for students.
