The Ministry of Agriculture and Environment has just issued a telegram on proactively responding to heavy rain, floods, inundation, landslides, and flash floods. The telegram sent to the People's Committees of provinces and cities from Ha Tinh to Quang Ngai and ministries and branches clearly stated:
Due to the influence of storm No. 12 and cold air, from the night of October 22 to October 26, the area from Ha Tinh to Quang Ngai is likely to have widespread heavy rain, in which the area from South Quang Tri to Da Nang will have total rainfall from 500-700mm, locally over 900mm; from Ha Tinh to Bac Quang Tri and Quang Ngai, it will be 200-400mm, locally over 500mm.
High risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas; floods on rivers from Quang Tri to Quang Ngai are likely to reach alert level 3 and exceed alert level 3. Forecast of natural disaster risk level due to floods: level 3.

To proactively respond to heavy rain, floods, inundation, landslides, and flash floods, the National Civil Defense Steering Committee recommends that ministries, branches, and People's Committees of provinces and cities from Ha Tinh to Quang Ngai:
Closely monitor forecasts and warnings about heavy rain, floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people to proactively prevent them.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of floods, flash floods, and landslides to proactively clear the flow in congested and congested areas; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people at evacuation sites; prepare forces, equipment, and necessities according to the "four on-site" motto to be ready to respond to prolonged floods.
Organize forces to guard, control, support and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, areas with deep flooding, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely not allowing people and vehicles to pass if safety is not guaranteed; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Inspect, review, and implement measures to ensure the safety of vulnerable works, works under construction, mines, and mineral exploitation areas; proactively take measures to drain water to prevent flooding to protect industrial parks, urban areas, and residential areas.
Deploy measures to ensure the safety of dykes, reservoirs and downstream areas; proactively operate reservoirs to ensure flood reception capacity according to regulations; arrange standing forces to operate, regulate and be ready to handle possible situations.
Depending on the reality in the locality, students are decided to stay home from school when there are heavy floods.
Assign leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated by floods, landslides, and flash floods; review and deploy backup plans for electricity supply, telecommunication waves, ensure smooth communication from villages and hamlets to all levels, without interruption of information.
Prepare forces and means for rescue when required.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms, floods, and the risk of flash floods and landslides.
