On July 8, at the periodic press briefing, the Department of Finance of An Giang province provided information related to the issue of redundant housing and land after arrangement.
According to the report, there are many redundant housing and land facilities in the current situation, the Department of Finance has also reviewed all departments, branches and localities to summarize reports and proposals.
An Giang Provincial People's Committee has also directed the Provincial Inspectorate to conduct immediate inspections of a number of agencies, units and localities to assess the current situation. It has assigned the Department of Finance to review and coordinate, thereby proposing specific plans.
The Department of Finance has compiled 6,972 land and housing facilities, including those of departments, branches and localities. The plan to continue using is about 5,902 land and housing facilities (of which the provincial level is 424, the commune level is about 5,478). For surplus land and housing facilities, there are about 1,070, the provincial level is about 20, the Land Fund Development Center is 284 and the commune level is 766.
For the Land Fund Development Center, unused land and housing facilities are assigned to the Land Fund Development Center to propose plans and build, especially to review the suitability of planning to have handling plans.
According to Mr. Truong Ngoc Hung, Deputy Director of the Department of Finance, for redundant housing and land facilities of about 1,070 facilities, there are three options proposed. Group one is about 458 small-scale housing and land facilities, of which about 20 are at the provincial level, and about 438 at the commune level. The option is to prioritize use for public purposes, especially functional conversion. Currently, when merging and implementing two-level local governments, serving the people is paramount. In which, focus on functional conversion for education and health, and projects that can serve are transferred to localities.
The second group is those with high profitability, about 269 establishments, of which the Land Fund Development Center is reviewed and summarized at about 113, the commune level is 156. For these establishments, according to the provisions of the Land Law, they are auctioned or short-term land leased. On that basis, the planning will be reviewed, ensuring compliance with the planning, then auctions will be implemented according to regulations to invite investors to auction and exploit.
The third group is about 343 establishments, and for this establishment, it is mainly still in its original state, the Land Fund Development Center manages about 171 establishments, and the commune level is 172. These establishments are still in their original state and can be used well, so they also propose a profitable exploitation plan (short-term land lease).
Businesses or investors who are able to lease will be leased for a short time, and in addition, the planning will be adjusted. The Department of Finance has also proposed plans and reported these plans to the Provincial Party Committee and Provincial People's Committee.
Regarding the review and coordination, the Department of Finance is also coordinating with departments and branches, especially the Department of Agriculture and Environment and the Land Fund Development Center to have a plan to specifically exploit; collect revenue for the budget to contribute to development investment in the coming time, Mr. Hung informed.
