The Ministry of Construction has just issued an official dispatch, requesting Departments under the Ministry, Departments of Construction in localities and relevant units to closely monitor the developments of tropical depressions and strong winds at sea; proactively develop response plans to ensure safety for people and property.
Regarding maritime information, the Ministry of Construction requests Vietnam Maritime Electronic Information Co., Ltd. to direct coastal information stations to continuously update and increase broadcast time about the location, developments, and direction of movement of the tropical depression;
Guide ships and boats operating at sea to proactively avoid, escape dangerous areas or return to safe shelters. The dangerous area in the next 24 hours is determined from latitude 14-18 degrees North latitude, longitude 108-112.5 degrees East longitude (the dangerous area will be adjusted in forecast bulletins).
For maritime and waterways, the Vietnam Maritime and Waterway Administration and local Departments of Construction are required to direct port authorities to coordinate with specialized agencies and local authorities to strictly control ships and boats, especially tourist ships in bays, coasts and islands; organize counting and notifying low pressure developments to vehicle owners and captains.
At the same time, it is necessary to ensure safety for people, vehicles, and property at tourist destinations, aquaculture and fishing areas, and works at sea, islands, and coastlines.
Waterway management and maintenance units proactively recover buoys and signals before floods come or when there is a flood discharge notice and redeploy them after floods. The Vietnam Maritime Search and Rescue Coordination Center prepares vehicles and personnel for rescue and relief when mobilized.
For roads, the Vietnam Road Administration and local Departments of Construction ensure smooth traffic, review areas at risk of flooding, landslides, and flash floods to have handling plans and remote traffic diversion. Units must prepare vehicles, materials, equipment and personnel to quickly overcome the consequences.
For railways, the Vietnam Railways Authority and Vietnam National Railways Group are required to strengthen patrols and checkpoints at bridges, weak roads, areas prone to flooding, flash floods, steep passes with risk of rockfalls, landslides and downstream areas of dikes, dams, and reservoirs.
Management and maintenance units must be ready with forces, vehicles, and materials to handle incidents.
The Ministry of Construction requests agencies and units to organize 24/24h duty shifts, promptly report and be ready to respond, overcome consequences, and rescue and relief when situations occur.
