At the same time, some communes and wards in Bac Ninh province said that they will quickly organize propaganda on the contents stipulated in this Decision for organizations and individuals in the area to know and implement.
Accordingly, the Decision will take effect from February 1, 2026, clearly stipulating that environmental sanitation vehicles are allowed to operate in urban areas from 10:00 PM to 05:00 AM the next day.
Cars carrying construction materials operating in urban areas: The commune-level People's Committee decides the operating time suitable to the actual situation of the locality.
Cars carrying discarded waste are not allowed to operate in urban areas during peak hours (morning from 6:00 AM to 8:00 AM, afternoon from 4:30 PM to 6:30 PM).
The decision also clearly states the implementation responsibilities of departments and branches in the implementation.
Accordingly, the Department of Construction is assigned to preside over and coordinate with the Department of Agriculture and Environment, the Provincial Police, and the Commune-level People's Committee to guide and urge the implementation of this Decision in the province.
The Provincial Police directed the Traffic Police Department and commune-level police to patrol, control, and strictly handle environmental sanitation vehicles, vehicles carrying construction materials, and vehicles carrying discarded waste that violate the regulations in this Decision.
Commune-level People's Committees organize the management and close supervision of environmental sanitation vehicles, vehicles carrying construction materials, and vehicles carrying discarded waste in the area; organize propaganda on the contents specified in this Decision.
Based on the actual situation of the locality, regulations on operating hours for environmental sanitation vehicles, vehicles carrying construction materials, and vehicles carrying discarded waste on managed roads.
Direct functional forces to monitor and inspect the transportation activities of environmental sanitation vehicles, vehicles carrying construction materials, and vehicles carrying waste in the area, promptly detect and strictly handle violations of the law on traffic order and safety, and environmental sanitation in the operation of environmental sanitation vehicles, vehicles carrying construction materials, and vehicles carrying waste according to regulations.
