Accordingly, Kinh Bac Cultural Center (hereinafter referred to as the Center) is a public service unit under the Office of the People's Committee of Bac Ninh province.
The center has legal status, its own seal and account to operate in accordance with the provisions of law; is under the direct and comprehensive management and direction of the Office of the People's Committee of Bac Ninh province.
According to the Decision, the 12 tasks and powers of Kinh Bac Cultural Center are specifically as follows:

7. Management of the organization of the civil servant payroll apparatus, the structure of civil servant ranks, job positions according to professional title standards; the number of cadres, civil servants and employees working in units under the Center; decision on rotation of cadres, civil servants and employees between specialized departments of the Center; training and fostering civil servants and employees under the management authority;
8. Decision on appointment, reappointment, dismissal, removal from office, resignation, discipline, annual assessment and settlement of policies for civil servants and employees according to the decentralization of the Provincial People's Committee;
9. Implement the salary regime for civil servants and employees under the scope of the Center;
10. Have the right to recruit labor contracts according to job positions and terminate labor contracts according to regulations;
11. Implement information work, periodic and surprise reports on the operation of the Center according to regulations of superiors;
12. Perform other tasks and powers prescribed by law and assigned by competent authorities.
