Accordingly, Vice Chairman of Bac Ninh Provincial People's Committee Pham Van Thinh requested the Department of Agriculture and Environment to perform the function of state management of dikes, disaster prevention and control, and land resources.
Coordinate with the Department of Finance to appraise contents related to flood drainage and dike safety for dossiers requesting investment policy approval for projects located outside dikes and on riverbanks.
At the same time, provide professional guidance to commune-level People's Committees in managing and protecting flood drainage corridors and dike safety in the locality.
For projects that have been approved based on the project implementation location and dossiers managed by the Department, determine the current location of each project in the flood drainage space plan according to the Prime Minister's Decision.
In case the project is in the flood drainage spatial plan, report an assessment of the ability to ensure flood safety and prevention according to regulations if the project continues to be implemented. Propose handling measures for these projects to the Department of Finance before March 10, 2026 to summarize and report to the Provincial People's Committee.
People's Committees of communes and wards propagate and disseminate to people and businesses in the area about the regulations in Decision 257/QD-TTg of the Prime Minister to create consensus in protecting the safety of the dyke system.
Strengthen inspection and supervision of investment and construction activities in the area; prevent the emergence of construction works contrary to regulations in flood drainage spaces without approval from competent authorities. Promptly detect, prevent and strictly handle acts of illegal construction, obstructing flow and flood drainage space.
For projects that have been approved in the locality, it is required to review and report on the project implementation situation, ensuring compliance with the content approved by competent authorities.
Review and supplement report on the implementation of projects being implemented outside dikes, riverbanks (if any) in the locally managed area.
Performing state management responsibilities at the local level; closely coordinating with departments and branches in reviewing and statistically counting households and projects within the protection scope of dikes and riverbanks; proposing measures to handle violating projects that affect flood drainage space.
The Department of Finance coordinates with the Department of Agriculture and Environment, People's Committees of communes, wards and relevant agencies to advise the Provincial People's Committee to approve and adjust investment policies for projects outside dikes and riverbanks in the province according to regulations, ensuring compliance with flood drainage space planning and dike safety.
