Accordingly, implementing the directing document of the Provincial Party Committee and considering the proposal of the Department of Agriculture and Environment, the Chairman of Bac Ninh Provincial People's Committee requested:
The Provincial Police strengthens reconnaissance, inspection, and strictly handle organizations and individuals who discharge untreated waste into the environment in the province in general and for Luong Tai commune in particular.
The Department of Agriculture and Environment strengthens propaganda and dissemination of environmental law education, in order to raise the awareness of environmental law compliance of organizations and individuals in the area.
Promptly receive and handle feedback and recommendations from people in the area on environmental issues.
Strengthen strict inspection and handling of organizations and individuals with acts of discharging untreated waste into the environment in the province in general and Luong Tai commune in particular.
Bac Ninh Power Company directed the Luong Tai Regional Power Management Team to stop supplying 3-phase electricity to Nguyen Van Noi business household and Nguyen Thi Thu business household in Tu Ne village, Luong Tai commune when production activities do not ensure the conditions according to regulations.
Luong Tai Commune People's Committee directed Tu Ne village to liquidate the land lease contract of Tu Ne village with the household of Ms. Nguyen Thi Thu; Mr. Nguyen Van Noi and organize land management and use in accordance with regulations.
Complete the dossier for sanctioning administrative violations and issue decisions on sanctioning administrative violations for violations of the above 2 establishments; supervise the implementation of decisions on sanctioning administrative violations and supervise the dismantling and termination of operations of the above 2 establishments according to regulations.
In case the above 2 establishments continue to resume production activities when they do not ensure sufficient conditions according to the provisions of law, the Chairman of the Provincial People's Committee will criticize the leaders of Luong Tai Commune People's Committee.
Review and clarify the responsibilities of organizations and individuals related to the production activities of the 2 establishments of Mrs. Nguyen Thi Thu's household and Mr. Nguyen Van Noi's household when production activities do not ensure the provisions of law, causing environmental pollution for a long time; clearly report whether or not there is protection, cover-up, and connivance from cadres, civil servants, and people assigned tasks related to the above-mentioned case.
Report the implementation results to the Chairman of the Provincial People's Committee, before January 30, 2026.
For the establishment of Mrs. Nguyen Thi Thu's household and Mr. Nguyen Van Noi's household, production activities must be terminated at the request of the Inspection Team and the People's Committee of Luong Tai commune, only being allowed to resume operations when meeting sufficient conditions according to the provisions of law on land and environment.
According to people's reflections, the situation of emitting smoke causing pollution at the rice noodle production facility in Tu Ne village has been going on for several years recently.
At the end of 2022, the press reflected the above situation. After that, the People's Committee of Luong Tai district (old) issued a document requesting functional sectors and localities to intervene and handle it.
However, afterwards, according to people's reflections, untreated smoke discharge still occurred, causing public outrage.
In March 2024, Lao Dong Newspaper also had an article reflecting the fact that the rice noodle production facility of Tu Ne village (Tan Lang commune, Luong Tai district) discharged smoke without treatment, seriously affecting the lives of people in neighboring areas. Especially kindergartens and nearby health stations.
