In Document No. 9008/UBND-KTN, the Chairman of Bac Ninh Provincial People's Committee requested departments, agencies, branches, localities and investors to strengthen management, inspection, and supervision of the implementation of public investment projects; proactively remove difficulties, accelerate progress, ensure quality and investment efficiency, thereby promoting the efficiency of state capital.
In which, departments, agencies, branches, and localities according to their assigned functions and tasks must strengthen inspection and supervision of the project implementation process; focus on directing and urging compensation, support, resettlement, and site clearance work; promptly resolve or advise competent authorities to resolve procedures related to construction investment.
The Chairman of the Provincial People's Committee requested investors to organize project implementation to strictly comply with the provisions of law on public investment, construction, land, environmental protection, traffic safety and related regulations; implement information disclosure according to regulations.
Investors must also strictly implement the reporting regime; fully and promptly update measurement, monitoring, supervision, and evaluation indicators of the implementation process, quality and efficiency of public investment projects on the Investment Supervision and Evaluation Information System and other reporting regimes as prescribed.
In particular, the Chairman of the Provincial People's Committee noted that in the process of preparing for investment, implementing investment and completing the project for use, the investor is responsible for reviewing and fully evaluating technical solutions to enhance the ability to see and drain rainwater, contributing to reducing localized flooding, supplementing groundwater sources, and improving adaptability to climate change; prioritizing research and application of appropriate solutions such as using materials, structures, and surfaces that are waterproof; increasing the area of green trees and water surfaces; arranging regulating lakes, tanks, seepage ditches, seepage wells and other technical infrastructure solutions suitable to the actual conditions of each project.
For investment projects to build technical infrastructure, transportation, urban areas, parks, squares, schools, hospitals, resettlement areas and works with large concrete areas, special attention must be paid to limiting the increase in waterproof surfaces, ensuring synchronous connection with the drainage system of the area, not increasing the risk of flooding, adversely affecting the surrounding area.
The selection, appraisal, and approval of the above-mentioned technical solutions must ensure compliance with construction planning, urban planning, standards, technical regulations, terrain conditions, geology, hydrology, construction investment management requirements, environmental protection and project efficiency.
