The Lao Cai - Hanoi - Hai Phong railway project has a total length of 390.09 km, passing through 9 provinces and cities. The route starts from the rail connection point across the border between Lao Cai and Hebeibuy Station (China), ending at Lach Huyen Wharf, Hai Phong City. The train on the route is designed with a maximum speed of 160 km/h, serving both passenger and cargo transportation.
Considered a project of strategic significance, this railway line not only connects regional traffic but also promotes the socio-economic development of Hai Phong City in particular and the whole country in general. The project will build 3 railway stations in Hung Thang, Gia Loc and Chi Minh communes. The arrangement of stations at central locations helps facilitate connections with industrial parks, residential areas as well as existing transportation networks.
In the West of Hai Phong, in the communes of Chi Minh, Gia Loc, Gia Phuc and Yet Kieu, land acquisition, site clearance and resettlement are being implemented in accordance with regulations, to ensure the legitimate rights of the people.
Recently, the People's Committee of Chi Minh commune announced the land recovery for the project. The recovered area includes land of organizations, households, individuals in use and the land managed by the People's Committee of the commune. The investigation, survey, measurement, and inventory of assets, trees, and crops will be implemented by the Compensation, Support and Resettlement Council in coordination with local authorities from September 2025, ensuring compliance with regulations. Most of the recovered area is agricultural land, so there is no need to resettle; the relocation of graves will be carried out in 2025, in line with the project's progress.
The leader of the People's Committee of Chi Minh commune emphasized that this is a major policy that needs to be implemented publicly, transparently, in compliance with the law and ensuring the legitimate rights of the people. The construction of resettlement areas not only serves the project but also contributes to stabilizing people's lives and developing synchronous infrastructure in the area.
During the implementation process, Mr. Tran Van Quan - Vice Chairman of Hai Phong City People's Committee worked with 3 communes of Gia Loc, Gia Phuc and Yet Kieu, Mr. Quan requested localities to closely coordinate with departments, branches and the Tay Hai Phong Construction Investment Project Management Board to speed up site clearance progress. The tasks must be clearly assigned in terms of time and responsibility, ensuring the final handling of all arising issues.
The city's leaders also emphasized the need to complete site clearance and resettlement projects in September, while speeding up the approval of planning and developing timely handling plans in case of any changes.
The implementation of land acquisition and construction of resettlement areas in communes of Hai Phong City not only effectively serves the Lao Cai - Hanoi - Hai Phong Railway Project but also contributes to ensuring a stable life for people, synchronously developing infrastructure, creating a premise to promote local socio-economic development.
