The Hanoi People's Committee has just sent an official dispatch to the City's Departments, branches, sectors, People's Committees of wards and communes on focusing on responding to storm No. 10 Bualoi and floods, landslides, and flash floods.

The Hanoi People's Committee said that it is forecasted that storm No. 10 Bualoi will affect Hanoi: from this evening (September 28) to the evening of September 30, Hanoi will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms.

Total rainfall: the northern part of the city is generally 100-200mm, some places over 300mm; the city center, the western and southern areas of the city are generally 150-250mm, some places over 350mm.

Heavy rain can be accompanied by tornadoes, lightning and strong gusts of wind that break trees, damage houses, traffic works and infrastructure; causing flooding in residential areas, urban areas and low-lying areas, landslides in mountainous areas, and places with steep terrain.

To proactively respond to storms, heavy rains, thunderstorms, tornadoes and risks of flash floods, landslides, and inundation to ensure the safety of people's lives and property and the State, the Hanoi People's Committee requests the People's Committees of wards and communes to closely monitor warnings, forecasts and developments of weather and natural disasters to regularly notify and provide timely instructions for people to proactively prevent, respond, and overcome the consequences of minimizing damage caused by natural disasters and incidents.

Deploy shock forces to inspect and review vulnerable areas at risk of insecurity, residential areas along rivers, streams, and low-lying areas at risk of flooding, flash floods, and landslides to proactively plan response and protection; review each household living in areas at risk of being affected and unsafe, promptly detect unusual and dangerous signs to proactively evacuate people to safe places; proactively plan to drain water to prevent flooding to protect production, industrial parks, urban areas, and densely populated areas.

Pay special attention to areas that are often affected by natural disasters, floods, areas that have been affected and damaged by landslides and rockets in recent times in communes such as Tran Phu, Xuan Mai, Ba Vi, Suoi Hai, Yen Xuan, Quoc Oai, etc.

Direct the review and implementation of measures and plans for natural disaster prevention and control and search and rescue, including taking proactive attention to reinforcing to ensure the safety of houses, infrastructure works, dykes, irrigation and natural disaster prevention and control, limiting damage to production, especially agricultural production; supporting people to harvest agricultural products in the upcoming harvest period with the motto "greer at home than in the fields" to limit damage caused by natural disasters. Prepare plans to ensure environmental sanitation, prevent and control epidemics when there are rain, floods, and inundation in the area.

The Department of Agriculture and Environment organizes and directs the closely monitoring and supervision of weather and natural disasters to forecast, warn, and inform promptly to competent agencies and people to proactively respond and minimize damage; directs the implementation of natural disaster prevention and control work according to assigned functions, tasks, and authority.

Direct and guide the following Lines to invest in irrigation development: Song Nhue, Song Day, Hanoi; Song Tich Irrigation Company Limited to coordinate with the People's Committees of wards and communes to review and proactively operate the buffer water drainage project and flood prevention plans in the suburbs; deploy safety assurance for the dyke system and irrigation works, especially the key points of dams, irrigation dams dams damaged and degraded, dykes and culverts under construction; ensure safety and protection of agricultural production.

The Capital Command and the City Police direct local police and military forces stationed in the area to proactively coordinate with localities to deploy forces and support vehicles, proactively evacuate early, relocate residents out of dangerous areas, rescue, and overcome the consequences of natural disasters when requested by the locality.

The Department of Construction directs and guides Hanoi Green Tree Park Company Limited, Hanoi Drainage Company Limited, Urban Lighting and Equipment Company Limited and related units to be ready to deploy safety assurance plans, respond to rain, storms and other types of natural disasters and incidents that may occur; review and deploy traffic safety plans and traffic infrastructure works, construction works; proactively and promptly deploy remedial plans to ensure smooth traffic in the city.

The Department of Industry and Trade coordinates with the City Power Corporation and localities to prioritize stable power supply to pumping stations, drainage and flood prevention works in the city; direct the work of ensuring safety for industrial production and power systems; promptly fix incidents, ensure power supply for production and daily life of the people...
