According to the forecast, from the night of October 5 to noon on October 6, storm No. 11 will affect coastal areas from Quang Ninh to Hung Yen and Lang Son province.

The Ministry of Agriculture and Environment has just issued a telegram on the implementation of measures to respond to storm No. 11. The dispatch was sent to the People's Committees of the provinces and cities of Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Bac Ninh, Lang Son, Cao Bang, Lao Cai, Lai Chau, Dien Bien, Thai Nguyen, Tuyen Quang, Phu Tho, Hanoi and other ministries and branches stating that at 7:00 a.m. on October 5, the center of storm No. 11 was at about 20.1 degrees north latitude; 111.6 degrees east longitude, in the northeastern sea of Hainan Island (China), about 420km east-southeast of Quang Ninh, strong at level 12-13, gusting to level 16.

According to the forecast, from the night of October 5 to noon on October 6, storm No. 11 will affect coastal areas from Quang Ninh to Hung Yen and Lang Son province. Coastal areas have winds gradually increasing to level 6-7, near the storm center level 8-10, gusting to level 11-12; deep inland areas in the northeast of the North have strong winds of level 6, gusting to level 7-8.

The communes and wards in the northeastern area of Quang Ninh province have strong winds of level 9-10, gusting to level 12-13, the remaining communes and wards of Quang Ninh province and the coastal areas of Hai Phong city have strong winds of level 8-9, gusting to level 10-11; the coastal communes of Hung Yen province and the northern border communes of Lang Son province have strong winds of level 6-8, gusting to level 9-10; the northeastern area of Bac Ninh province (the northeastern area of the old Bac Giang province) have strong winds of level 6-7, gusting to level 8-9.

To proactively respond to storms and a combination of many types of natural disasters such as strong winds, thunderstorms, whirlwinds, heavy rain and flooding occurring before, during and after storms; The National Steering Committee for Civil Defense recommends that ministries, branches and People's Committees of provinces and cities continue to focus on seriously and drastically implementing storm prevention and control, focusing on the following main tasks:

Strictly implement the Prime Minister's direction in Official Dispatch No. 186/CD-TTg dated October 4, 2025 on proactively responding to storm No. 11.

The Chairmen of the People's Committees of the above provinces and cities direct:

- Closely monitor the development of the storm; inform people about the scope and intensity of the storm to proactively prevent and avoid the subjective mentality that storm No. 11 will weaken when it makes landfall and will not cause strong winds (the subjective belief is that the storm will weaken similar to the recent storm No. 9).

- Deploy measures to ensure the safety of people, vehicles, and property for activities at sea, on islands, and in coastal areas, especially tourism activities in the Gulf of Tonkin. Organize the evacuation of households in dangerous areas, especially weak houses in areas with strong winds, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; evacuate people in cages and aquaculture hutes along the coast, at sea, and on islands.

- Continue to review, call for, and instruct ships still operating at sea to move out of the danger zone or return to shelter to ensure safety (especially ships still operating in the Gulf of Tonkin). Strictly manage ships at anchorages, absolutely do not let people stay on the ship during the storm and do not return to the ship when safety is not guaranteed, to avoid unfortunate human losses.

- Based on the actual situation, proactively decide to let students stay home from school, workers in industrial parks, and businesses stay home from work in key areas that are forecast to have strong winds, heavy rain, and flooding.

- Urgently complete the pruning of tree branches, reinforcement, and reinforcement of houses; deploy measures to ensure safety of warehouses, headquarters, public works, industrial parks, mines, mineral exploitation areas, factories, power grid systems, and telecommunications.

- Prepare drainage plans, prevent flooding, protect agricultural production; clear bottlenecks, obstruct flood drainage, operate drainage systems for industrial parks, urban areas, and residential areas.
