Localities focus on handling flooding and landslide points

The Ministry of Construction has just issued an official dispatch on proactively responding to floods after storm No. 4.

According to the telegram, Storm No. 4 and its circulation caused heavy rain, flooding, and landslides in many localities in the Northeast region. The Ministry of Construction requests local Departments of Construction to continue to coordinate with road management units and functional forces to overcome incidents, organize traffic diversion, ensure smooth traffic; inspect areas at risk of landslides, subsidence, deep flooding, and flash floods on roads.

Localities monitor the flood situation in riverside areas, streams, low-lying areas; in areas with large floods or risk of deep flooding, landslides, flash floods, localities organize traffic diversion, plant warning signs, barriers, arrange guard forces, and prevent people and vehicles from entering dangerous areas.

The Vietnam Road Administration focuses on directing the inspection, review and overcoming of traffic routes that are landslide, flooded, and cut off, especially key national highways and main traffic axes.

The Vietnam Railways Authority and Vietnam National Railways Group organize patrols and checkpoints at key projects and locations. Units prepare vehicles, materials, equipment and personnel to overcome the consequences of rain and floods; have plans to stop trains, extend trains, increase trains, and transfer passengers when flooding and landslides cause trains to stop.

Control ships, aviation and construction safety

The telegram also clearly states that the Maritime Port Authority and the Inland Waterway Port Authority should grasp the number of ships, boats, and waterway transport vehicles in anchorage areas, river mouths, sea mouths, water areas around islands and channels in areas affected by storms and floods.

Units guide ships and boats to safe anchorage, maintain contact with operating vehicles and notify flood developments to vehicle owners, raft owners and organizations and individuals operating along the river.

The Civil Aviation Authority of Vietnam and Vietnam Air Traffic Management Corporation monitor weather developments in storm-affected areas to adjust or change flight schedules accordingly.

Units strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

Project Management Boards, investors, construction contractors and consulting units review works and items at risk of unsafety due to rain and floods, prepare manpower, vehicles, materials, and equipment to handle incidents.
