The Ministry of Home Affairs outlines the task of salary reform to be completed before June 30

Minister Pham Thi Thanh Tra clearly stated the tasks related to salary reform and requested the units of the Ministry of Home Affairs to complete them before June 30, 2025.

At the meeting to deploy tasks in May 2025 of the Ministry of Home Affairs, Minister Pham Thi Thanh Tra requested heads of units under the Ministry and all civil servants, public employees, and workers to proactively, efforts, and effectively implement the tasks assigned by competent authorities to ensure progress and quality.

One of the many notable tasks clearly stated by the Minister of Home Affairs is: Proactively reviewing policies related to allowances and salaries.

From there, promptly study, propose, and advise competent authorities on plans to amend, supplement, and replace relevant Decrees and guiding documents (1 Decree, 1 Circular) to ensure consistency and appropriateness when implementing the arrangement of administrative units at all levels and building a model of organizing local government at 2 levels;

Advising the Party Committee of the Ministry to report on the implementation of Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises (to be completed before June 30, 2025).

This is also a key task in the second quarter of 2025, announced by Mr. Dang Duc Thuan - Deputy Chief of the Office of the Ministry of Home Affairs - at the press conference providing periodic press information in April 2025 of the Ministry of Home Affairs.

Accordingly, the Ministry will study and review the relevant contents in Conclusion No. 83 to propose and advise competent authorities to amend and supplement Resolution No. 27 on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises, Resolution No. 28 on reforming social insurance policies to ensure synchronization and unity of salary content in the public and private sectors.

Regarding the content of salary reform, in an interview with the press, Mr. Tran Hai Nam - Deputy Director of the Department of Salary and Social Insurance (Ministry of Home Affairs) - said: Implementing Resolution 142 on a number of salary reform contents from July 1, 2024, the basic salary, pension, and preferential allowances for meritorious people have been adjusted.

Also in this resolution, the National Assembly assigned the Government to report the results of salary reform implementation from July 1, 2024 at the upcoming 9th session.

"According to the plan, in 2026, the Ministry of Home Affairs will continue to report to the steering committee and competent authorities as the next step to institutionalize the contents of Resolution 27, such as abolishing the basic salary level and paying salaries according to job positions" - Mr. Nam informed.

Previously, according to the Government's report on the implementation of a number of contents of salary policy reform in the public sector, adjusting pensions, social insurance benefits, preferential allowances for meritorious people and social allowances, the basic salary has been adjusted to 2.34 million VND/month according to Decree No. 73/2024.

In addition, from July 1, 2024, pensions, social insurance benefits and monthly allowances will be adjusted to increase by 15% on the pension, social insurance benefits and monthly allowances of June 2024.
