The National Center for Hydro-Meteorological Forecasting said that on the morning of July 22, storm Wipha still maintained a level 8 intensity after making landfall in the area between Hung Yen and Ninh Binh, showing no signs of dissolving immediately. The impact of the storm's circulation has affected many areas in Hanoi.
Data from satellite images, lightning positioning and weather radar shows that convective clouds in the north of the storm's circulation continue to exist in many wards and communes such as Yen Bai, Doai Phuong, Phuc Tho, Ba Vi, O Dien, Phu Thuong, Xuan Dinh, Dong Ngac, Nghia Do... and are forecast to last for the next few hours. This cloud area is moving in the direction of the storm, posing a potential risk of extreme weather in the inner city and suburbs.
It is forecasted that in the coming time, heavy rain can overload the urban drainage system, causing flooding in residential areas, seriously affecting traffic due to flooding, limited visibility and the risk of slippery conditions, and accidents during traffic.
In addition, thunderstorms due to the influence of the storm's circulation can be accompanied by tornadoes, lightning and strong gusts of wind, posing a great risk of tree breaks, damage to houses, traffic works and infrastructure. Mountainous areas and steep terrain need to be especially vigilant against the risk of landslides, while low-lying urban areas may face serious flooding if heavy rain continues.
The Meteorological Center recommends that people in the capital closely monitor storm and extreme weather developments on official channels, proactively take response measures to ensure the safety of people and property.
Faced with the complicated developments of storm No. 3 (Wipha), many communes and wards in Hanoi have urgently deployed response measures and safety inspections in areas at high risk of flooding and landslides.
On July 22, the Civil Defense Command of Doai Phuong commune, led by Party Committee Secretary and Chairman of the People's Council of Nguyen Quang Han commune, inspected storm response work at key locations, including Dong Mo lake, Lang Hau lake and Quyet Thang lake area.
The working group directly reviewed vulnerable points and areas at risk of landslides and flooding when the water rose. At the locations along Dong Mo Lake and Tich River - where many households live, the delegation noted that the situation of corrugated iron roofs and temporary works still existed and requested units to promptly plan to evacuate people and property from the danger zone.
Commune Party Secretary Nguyen Quang Han said: "Since July 14, the commune has established a Civil Defense Command to proactively respond to storms and floods. After the thunderstorms on July 19, we quickly issued documents directing villages and units to participate in implementing tasks according to assigned functions".
Nam Phu commune is also urgently implementing measures to ensure safety, focusing on pruning trees in residential areas and schools.
The People's Committee and the Commune Civil Defense Command have mobilized militia and police to review the tree system, prioritizing the pruning of tall, heavy trees and dry branches at risk of falling. To date, more than 100 trees have been handled neatly, ensuring environmental sanitation and safety during storms.
