On the morning of July 22, due to the impact of storm Wipha, Hung Yen province recorded strong winds of level 7, gusting to level 8. The strong winds from dawn caused many trees to fall, some advertising signs and temporary shelters in Pho Hien, Son Nam, and Hong Chau wards were shaken fiercely, tilting down onto the road. Many roads are deserted due to unfavorable weather.

In communes along the Red River, including Thu Vu commune, some houses near the Sa Cao ferry terminal had their roofs blown off. People have proactively used sandbags and heavy objects to tie the corrugated iron roofs, limiting damage. Meanwhile, in coastal communes of Tan Son fishing port and Diem Dien port, Thai Thuy district (old), many houses also had their roofs blown off.

Heavy rain on the afternoon of July 21 and the morning of July 22 caused some roads in coastal communes of Hung Yen to be flooded, with seawater overflowing the sea dike road.
In Hong Chau ward, due to the complicated developments of the storm, the local government has organized the evacuation of 13 households living outside the dike, in temporary houses to safe places.
The ward continues to maintain working groups on duty, inspect, support people in moving, tying up trees, and reinforcing houses. A power cable in village 3 that fell across the road has also been temporarily handled to ensure safety.

Notably, on the night of July 21, strong winds collapsed the roof covering the entrance and exit of Thai Binh Obstetrics Hospital - which used to be a screening area for COVID-19 patients, now a point for vehicles to enter and exit. The hospital quickly repaired the situation to ensure access and directed the inspection of other vulnerable points.

It is forecasted that on July 22, the weather situation in Hung Yen will continue to be complicated, with continued rain and strong winds, which could cause damage in low-lying areas, along rivers and coastal areas. Authorities at all levels continue to maintain on-duty forces, providing timely support to people when emergency situations occur.
