On December 13, the Department of Construction of Da Nang City announced that it had concluded the inspection of the licensing of tree felling and relocation, storm response for urban trees, and the preparation, appraisal, and approval of construction planning projects in Hoa Vang district on December 28, 2024 and Son Tra district on December 30, 2024, signed by Mr. Phung Phu Phong - Director of the Department of Construction of Da Nang City.
According to the inspection conclusion, Hoa Vang district has basically carried out the work of granting permits for cutting down and moving trees, and implementing storm response work for urban trees according to regulations, limiting damage to trees caused by storms, contributing to preserving urban aesthetics. The work of preparing, appraising and approving construction planning projects in the district has been basically carried out in accordance with regulations. However, this unit received detailed planning documents without going through the one-stop reception team, which is not in accordance with regulations.
The appraisal council did not organize the appraisal according to regulations. The approved content in the decisions and archived records still has some inconsistent contents. The dossier for local adjustment of the detailed planning of the resettlement project between Resettlement Area No. 2 and No. 3 of the Land Exploitation Track along DT602 route is not complete according to regulations.
At the People's Committee of Son Tra district, this unit has carried out the work of granting permits for cutting down and moving trees, and the work of implementing storm response for urban trees basically in accordance with regulations, limiting damage to trees caused by storms, contributing to ensuring urban aesthetics. The work of establishing, appraising and approving construction planning projects in the district has been basically carried out in accordance with regulations. However, in some cases, the application for permission has not been carried out for moving trees (2/3 cases). There is 1 case that has completed construction, 2 cases that have not been constructed (house number 53 Dang Vu Hi street and sidewalk of Pham Cu Luong street).
According to the Department of Construction of Da Nang City, after inspecting 3 detailed planning/master plan documents approved by the People's Committee of Son Tra District in the period of January 1 - October 30, 2024, the Inspection Team found that the organization of collecting opinions from relevant agencies, organizations, individuals and communities did not comply with regulations on responsibility for collecting opinions and time for collecting opinions.
The appraisal process did not hold a meeting of the Appraisal Council established under the decision of the People's Committee of Son Tra District and operating under the Regulations issued by the Appraisal Council for planning tasks and projects. There was no approval submission according to Government regulations. The approval decision did not include a list of approved drawings attached. The approved planning was not updated to the planning database system (GIS). The boundary markers and handover of boundary markers according to regulations were not carried out.
