After Lao Dong Newspaper published the article “Hospitals are deserted, medical staff at risk of salary shortage”, on the morning of October 23, Director of Ca Mau Provincial Social Insurance Trinh Trung Kien sent a document to Ca Mau Provincial Department of Health in response to Report No. 445/BC-SYT of Ca Mau Provincial Department of Health.
According to the report of Ca Mau Social Insurance, at the time of reporting (October 23), the total unpaid social insurance costs for health insurance medical examination and treatment facilities were 29.4 billion VND. Of which, the outstanding costs from 2022 and earlier were 2.14 billion VND (the cost exceeded the total amount and the difference in the cost of anesthetics but the facility requested payment for anesthesia); The cost exceeding the estimated cost of health insurance medical examination and treatment in 2023 assigned by the Prime Minister was 27.26 billion VND (this cost is being appraised by Vietnam Social Insurance through the Social Insurance Management Council to submit to the Prime Minister to supplement the estimated cost of health insurance medical examination and treatment).
Previously, according to a report by the Department of Health of Ca Mau province, due to problems with health insurance (HI) medical examination and treatment costs exceeding the estimate, the total payment from 2016-2022 was still outstanding and had not been settled with a total amount of more than 40 billion VND.
The Department of Health believes that, in order to promptly pay salaries, allowances, and monthly contributions to employees, medical centers with beds (with medical examination and treatment activities and regional polyclinics) must take the budget estimates for regular operations of commune health stations (after ensuring payment of salaries, allowances, and contributions according to regulations for health station staff) to balance the payment of salaries and allowances to employees doing professional work at the medical center.
Regarding the report of the Department of Health of Ca Mau province, in an exchange with Lao Dong, Mr. Trinh Trung Kien - Director of the Social Insurance of Ca Mau province - said that through the exchange with the Department of Health of Ca Mau, there was a mistake in the synthesis from the units. It is also possible that the units under the Department of Health of Ca Mau mistakenly calculated the amount that the Social Insurance refused to pay.
Mr. Kien said that the units have been compiled to show that there are discrepancies. Typically, the Traditional Medicine and Rehabilitation Hospital of Ca Mau province has an unpaid excess cost in 2023 of 5.49 billion VND. The provincial Social Insurance reviewed and compiled the settlement report with Vietnam Social Insurance showing that the excess cost in 2023 of the facility is 4.085 billion VND. At the time of the report, the provincial Social Insurance has not yet paid the facility an amount of 4.085 billion VND.
Nam Can General Hospital's unpaid expenses in 2023 are 7.99 billion VND. The provincial Social Insurance reviewed and synthesized the settlement report with Vietnam Social Insurance for the facility's excess expenses in 2023 of 2.935 billion VND. At the time of reporting, the Social Insurance had not paid the facility an amount of 3.193 billion VND. Of which: Outstanding expenses before 2023 were 258.19 million VND; Expenses exceeding the estimated expenditure in 2023 were 2.935 billion VND.
Cai Nuoc General Hospital's unpaid expenses in 2023 are 30.56 billion VND. The provincial Social Insurance reviewed and synthesized the settlement report with Vietnam Social Insurance for the facility's excess expenses in 2023 of 12.2 billion VND. At the time of reporting, the provincial Social Insurance had not paid the facility an amount of 12.715 billion VND, of which: Outstanding expenses before 2023 were 509,033,738 VND; Expenses exceeding the estimated expenditure in 2023 were 12.2 billion VND.
Mr. Kien also said that Ca Mau Social Insurance is actively coordinating with relevant agencies to remove difficulties for medical examination and treatment facilities in Ca Mau province.
