The Da Nang City Civil Defense Command has just issued an urgent telegram, requesting forces, departments, branches and localities to quickly deploy response measures to the complicated developments of storm No. 15 (storm KOTO) approaching the East Sea.
According to the National Center for Hydro-Meteorological Forecasting, on the night of November 25, Typhoon KOTO entered the eastern sea area of the central East Sea and became the 15th storm in the East Sea in 2025. At 7:00 a.m. on November 26, the center of the storm was at about 12.3°N - 118.3°E, with strong winds of level 8, gusts of level 10 and forecast to continue to strengthen. From November 26 to 29, Da Nang will have rain, some places will have heavy rain; at night and in the morning, the weather will turn cold.

The City Civil Defense Command is closely monitoring weather developments, requiring authorities to not be subjective when storms are likely to intensify and cause widespread rain; requesting armed forces, departments, branches and People's Committees of communes and wards to maintain 24/7 duty; continuously updating warning information, promptly informing people, especially coastal areas, aquaculture areas and tourist destinations.
Regarding safety at sea, the Da Nang Border Guard, the Department of Agriculture and Environment, the Coastal Information Station and coastal authorities must promptly notify ships of the location and direction of the storm; guide captains to escape from the danger zone, ensure smooth communication and strictly manage means of transport going out to sea.
The City Police force is assigned to coordinate with relevant units to organize regular duty at the anchorage area, ensure security and order, and prevent and fight fires while ships take shelter from the storm. The Maritime Port Authority strengthens safety inspection of cargo ships and transport ships when anchoring in Da Nang Bay.
For irrigation and hydropower works, the Command Board requires the dam and reservoir management unit to inspect, monitor dam safety, monitor rainfall - water level, regularly report to superiors; at the same time, fully notify downstream and operate the reservoir according to approved procedures.
