Budget revenue exceeds 600 trillion VND for the first time
Presenting the report, Member of the Standing Committee of the City Party Committee, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu said that the socio-economic development in 2025 will continue to develop, completing the main goals set and 23/24 plan targets.
In particular, GRDP growth in the second quarter is higher than the previous quarter, estimated at 8.5% in 2025; GRDP scale reaches 63.5 billion USD, equal to about 12.5% of the country's GDP. Budget revenue is estimated at 641.71 trillion VND, reaching 124.9% of the estimate - the first time exceeding 600 trillion VND.
Cultural and sports activities to celebrate the 80th anniversary of the August Revolution and the National Day on September 2 have left many impressions; the quality of education has been maintained; social security has been ensured, the health insurance coverage rate has exceeded the set plan.
The city speeds up the progress of key and urgent projects such as the inauguration and groundbreaking of 10 key projects and works to celebrate the 80th anniversary of the August Revolution and National Day; 8 projects to celebrate the 71st anniversary of the Liberation of the Capital on October 10...; preparing to start 8 projects on December 19, 2025.
Hanoi also shortened the time to handle administrative procedures, especially public investment procedures. The Innovation Index continues to hold the No. 1 position with 18/52 leading indexes nationwide, affirming its leading role in socio-economic development based on science, technology and innovation.
Strive to increase GRDP by 11% in 2026
In 2026, the city aims to increase GRDP by 11%; of which, services will increase by 11.1%, industry will increase by 9.5%; construction will increase by 12.8%; agriculture will increase by 4.3%; social investment will strive to reach 730 trillion VND.
To achieve the development goals for 2026, the Vice Chairman of the Hanoi People's Committee said that the city has set out many key tasks and solutions. In particular, the city has completed the organization of the apparatus and institutions, policies for the development of the Capital, focusing on increasing proactiveness, autonomy, and creativity of local governments at both levels; preparing content to submit to the Politburo to amend Resolution No. 15-NQ/TU, the Capital Law and 2 development plans according to the new situation.
Hanoi promotes and develops the private economy, focusing on ensuring major balances and economic growth drivers; developing the digital economy, green economy, semiconductor, AI; piloting the sandbox mechanism and forming a data market. Restructuring the economy and developing high-tech industries, semiconductor industries, supporting industries, logistics, e-commerce, tourism, and cultural industries. Develop the private economy and improve the investment environment.
The city completes digital infrastructure, deploys an integrated platform, shares city-level data connecting national systems; starts construction of 2 Science, Technology, Innovation Parks, and reviews and expands more science and technology parks in the city.
Hanoi also adjusted the planning to form a synchronous and interconnected urban railway network. Ensure the progress of urban railway projects (lines 2.1 and 5), Ring Road 4 in the capital region, bridges across the Red River (Tu Lien, Thuong Cat, Tran Hung Dao). At the same time, the city has completed the target of building social housing; removed obstacles to speed up the renovation of old apartment buildings; maintained tree care, renovated parks and upgraded public lighting systems using LED technology...
The Vice Chairman of the City People's Committee said that the city will complete the construction of a database and cadastral records; implement a project to exploit land resources, especially land funds in the vicinity of Ring Road 4 and TOD projects; immediately implement solutions to improve air quality, ensuring the ratio of days with good and average air quality over 80%.
At the same time, the city has overcome 5 "bottlenecks" of traffic congestion, flooding, environmental pollution, food safety and hygiene, urban order; restored environmental quality of the system of 4 inner-city rivers (To Lich, Kim Nguu, Lu, Set).
