On November 26, at the 28th session - Special Session, with the majority of delegates in favor, the Hanoi People's Council approved the Proposal to issue a Resolution of the City People's Council regulating the first land price list to be announced and applied from January 1, 2026 in Hanoi.
Accordingly, land prices are divided into 17 areas after the arrangement of administrative units, instead of according to districts as before.
Area 1 - the wards in Ring Road 1 - with the highest land prices include Tay Ho, Ngoc Ha, Ba Dinh, Giang Vo, O Cho Dua, Hoan Kiem, Van Mieu - Quoc Tu Giam, Cua Nam, Hai Ba Trung.
Of which, the highest residential land price is about 702 million VND/m2 applied to plots adjacent to the road (location 1) on a series of roads such as Ba Trieu (from Hang Khay to Tran Hung Dao), Dinh Tien Hoang, Hai Ba Trung (from Le Thanh Tong to Quan Su).
This price is also applied to Hang Dao, Hang Khay, Hang Ngang, Le Thai To, Ly Thuong Kiet, Nha Tho and Tran Hung Dao streets (from Tran Thanh Tong to Le Duan), an increase of 2% compared to the current land price list.
2% is also the proposed increase in areas 2 (wards in Ring Road 2), area 3 (wards from Ring Road 2 to Ring Road 3), areas 4 and 5 (wards outside Ring Road 3 on the right side of the Red River except Chuong My, Son Tay, Tung Thien), area 6 (wards within the boundary of the Red River - Duong River - Ring Road 3).

According to the new price list, land prices mainly fluctuated strongly in suburban communes. Of which, area 9 (including 7 communes of Lien Minh, O Dien, Dan Phuong, Hoai Duc, Duong Hoa, Dong Son, An Khanh) increased the most with 26%.
The new highest price in this group is on National Highway 32 from the border of Xuan Phuong ward to the intersection of Kim Chung Di Trach urban area with 64.7 million VND/m2. The average land price in position 1 in area 9 is about 30.4 million VND/m2, while according to the current price list is 26.8 million.
Next is area 7 (including 9 communes of Tien Thang, Yen Lang, Quang Minh, Me Linh, Phuc Thinh, Thu Lam, Dong Anh, Vinh Thanh, Thien Loc) and area 10 (including 12 communes of Dai Thanh, Thanh Tri, Ngoc Hoi, Nam Phu, Binh Minh, Tam Hung, Thuong Tin, Hong Van, Thanh Oai, Dan Hoa, Thuong Phuc, Chuong Duong) all with a proposed increase of 25%.
For agricultural land, the highest price of VND 290,000/m2 remains the same as the old price list in wards in the central and neighboring areas of Ring Road 3 (area 1-6).
Communes in the north of the capital (including Tien Thang, Yen Lang, Quang Minh, Me Linh) and the southwest such as Thuong Tin, Hong Van, Thanh Oai, Dan Hoa, Thuong Phuc... have an increase of 24%.
The remaining part of this area belongs to the old Hoai Duc, Dan Phuong, Dong Anh, Gia Lam, Thanh Tri districts, with agricultural land prices equivalent to the level before the merger of administrative units.
According to the Hanoi People's Committee, the adjusted land price list is used as a basis for calculating compensation, determining land prices for resettled people and people compensated for residential land; calculating land use tax, personal income tax from land use rights transfer. The price list is also used to adjust fees and charges related to land use, transfer or when carrying out administrative procedures on land...
For people, in land transactions if the land price is agreed to be lower than the announced price list, the land management agency can request a review of the legality of the transaction. Even with legal transactions, people still have to pay taxes and fees based on the minimum price of the land price list.
