The above two issues were questioned by Ho Chi Minh City Party Secretary Nguyen Van Nen to the Ho Chi Minh City Department of Transport at a meeting on the socio-economic situation on the afternoon of April 2.
Mr. Nguyen Van Nen asked: "How far have we directed and overcome this situation? What are the consequences? Is there any problem?".
Director of the Ho Chi Minh City Department of Transport Tran Quang Lam said that the collection of car parking fees is carried out according to Resolution 01/2018/NQ-HDND, applying non-cash technology.
The Ho Chi Minh City People's Committee has assigned Xung Tuong Youth Public Service Company Limited to organize fee collection, while the fee collection software is currently supported by Viettel.
The Ho Chi Minh City People's Council also has regulations that when the collection is enough to cover expenses, a new method will be applied.
Although the financial report shows that the revenue is not enough to cover expenses, according to the assessment of the Director of the Ho Chi Minh City Department of Transport, revenue from the pilot period has tended to increase.
Therefore, the Department of Transport will coordinate with the Department of Finance to review and work with the Xung Phong Youth Public Service Company Limited.

As reported by Lao Dong Newspaper, Ho Chi Minh City collected hourly parking fees for cars on 20 routes from December 2020 to the end of October 2024 with 22.04 billion VND, but spent 24.32 billion VND, accounting for a loss of 2.28 billion VND.
Phase 4.12.2020 - 30.6.2022: Revenue of more than VND 4.31 billion, expenditure of VND 8.67 billion (losure of VND 4.3 billion).

Regarding the issue of sidewalk renovation, Mr. Tran Quang Lam explained that according to regulations, when constructing in areas with trees, contractors must use manual measures or small-capacity excavation equipment to limit the impact.
However, some units have not complied, using large machines, digging deeply without taking measures to protect the trees, leading to many trees being affected.
Faced with this situation, the Department of Transport has coordinated with the Department of Construction Inspectorate to strictly punish violations, and at the same time requested districts and towns to strengthen close supervision.
In addition, the Department of Transport has also issued a detailed guidance document, and directed the inspection force to increase patrols to detect and handle violations promptly.
According to a recent report from the City's Technical Infrastructure Management Center, the renovation of sidewalks on 54 streets in Districts 1, 5, 6, 11, Tan Binh, Phu Nhuan, Binh Thanh, Go Vap, Cu Chi district has affected more than 2,000 trees.
About 90 trees had to be cut down due to unsafety when their roots were seriously damaged. A series of other trees must also be treated by cutting down branches to minimize the risk of falling.
