On Provincial Road 206, through Quang Hung Commune (Quang Hoa District, Cao Bang Province), a rock dumping site located close to the traffic corridor has existed for many years, posing a potential safety risk to moving vehicles.
According to the reporter's investigation, on June 19, 2024, the People's Committee of Cao Bang province issued a document approving Bao Ngoc Trading and Construction Company Limited to agree to accept the transfer, receive capital contribution, and lease the right to use agricultural land to implement the project, including the land used for dumping and material gathering. The implementation period of the approval document is 36 months.
In Decision No. 959/QD-UBND dated July 31, 2024, the land used for dumping and material gathering, which was previously sanctioned, was included in the land use planning adjustment until 2030 of Quang Hoa district, approved by the People's Committee of Cao Bang province.
However, regarding this stone storage site, on June 16, 2023, the authorities of Quang Hoa district inspected the operations of Bao Ngoc Company. At the time of inspection, the enterprise was using about 2,000m2 of agricultural land other than rice land (belonging to plots 13 and 14 on cadastral map sheet 54 and part of plot 488 on forestry map sheet 59) to store aggregate stone.
This area has not completed the procedures for land allocation and land lease according to regulations. On June 23, 2023, the People's Committee of Quang Hoa district issued Decision No. 1112/QD-XPVPHC on administrative sanctions in the field of land against Bao Ngoc Company. After paying the fine, the enterprise did not remedy the consequences, maintained the status quo and continued to carry out investment procedures.
According to Mr. Banh Duc Ha - Deputy Head of the Department of Natural Resources and Environment of Quang Hoa District - from 2020 to present, Bao Ngoc Company has repeatedly submitted documents requesting approval for the transfer, capital contribution, and lease of land use rights to carry out the project of material storage yard, access road to the waste dump and waste dump serving the exploitation of Dieu Phon quarry. However, due to the impact of the COVID-19 pandemic and many changes in legal regulations, the company's documents have not been approved.
Questions about rock storage sites that pose potential traffic safety risks
Actual records on January 6 by PV show that this rock field was established by Bao Ngoc Company on an area of several hectares, along provincial road 206 - the main axis connecting Cao Bang city with Trung Khanh district.
Here, small rocks (1x2cm) are piled up in large piles, creating a cloud of dust. With its location close to the road, this collection site becomes a danger to people and vehicles passing by.
Locals said that this route has a high traffic density, especially heavy trucks traveling to Tra Linh Border Gate. However, the road is quite narrow, forcing vehicles such as motorbikes and electric bicycles to move close to the roadside every time a truck passes.
The reporter also asked the authorities of Quang Hoa district: Since June 2023, after determining that the enterprise established a illegal stone gathering site, will there be any plan to handle the enterprise's illegal profits? However, in the response document to the reporter, the representative of the Department of Natural Resources and Environment of Quang Hoa district did not mention this issue.
On the business side, a representative of Bao Ngoc Company explained that this rock yard used to belong to the road construction side, and the company is currently storing fly rocks from the Quang Uyen town bypass project side, and they are ordering them for construction in the near future. However, according to local people, the rock yard has been around for a long time, even before the Quang Uyen town bypass project started construction in March 2024.
