To serve the project of Investing in the construction of runway No. 2 and synchronous works at Phu Cat Airport (under the project of Upgrading and expanding Phu Cat Airport), Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan has agreed to allow the Provincial Traffic Project Management Board to use land in Phu Cat district and An Nhon town to build a resettlement area.
Accordingly, 4.85 hectares of land will be used in Cat Tan commune (Phu Cat district), 3.3 hectares of land in Nhon Thanh ward and 4 hectares of land in Nhon My commune (An Nhon town). In addition, the province also arranged 24 plots of land in the Nhon Thanh ward resettlement area and 10 plots of land in the residential planning area east of the road to the center of Nhon My commune to resettle households affected by the project.

The Chairman of Binh Dinh Provincial People's Committee also agreed to let the Provincial Traffic Project Management Board use land funds in Phu Cat district and An Nhon town to plan and build a crematorium to serve the project.
Through review, the project affects about 422 households and 6 organizations, with a total reclaimed area of nearly 87.5 hectares, including more than 4.5 hectares of residential land, nearly 69.5 hectares of agricultural land and more than 13.5 hectares of non-agricultural land. The project also affects about 1,000 graves. According to the survey, the majority of households agree with the project implementation in the coming time.
Currently, Binh Dinh province is urgently completing procedures to start the investment project to build runway No. 2 and synchronous works at Phu Cat Airport in August 2025.
This is a group A project with a total investment of more than VND 3,200 billion, of which the estimated cost of site clearance is about VND 1,000 billion.
The new runway will be 3,048m long, eligible to receive Code C aircraft such as A320, A321 and can be upgraded to receive Code E aircraft when needed.

Regarding the implementation progress, Binh Dinh has approved the pre-feasibility study report. The environmental impact assessment will be completed before April 2025, the feasibility study report will be approved in May 2025, the construction drawing design will be completed in July 2025 and the goal is to start construction before August 24, 2025.
At the project site inspection, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan emphasized that this is a key project, playing an important role in solving bottlenecks and promoting the socio-economic development of the province.
"Relevant units need to coordinate closely, speed up procedures and work, especially site clearance to ensure progress; plan the entire service, urban and logistics area here with a long-term, methodical vision.
At the same time, closely follow the plan, coordinate closely, and be determined to speed up the progress of related work, ensuring the project is started on target. After 10 months, phase 1 will be put into operation, runway No. 2", Mr. Pham Anh Tuan directed.
Mr. Pham Anh Tuan suggested that the Traffic Project Management Board must do a good and thorough preparation work; related plans and procedures for project implementation, bidding for site clearance, and not allowing errors. Prepare plans for subcontractors.
