On March 21, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed the innovation of the one-stop, one-stop mechanism at the commune level in the province.
Accordingly, the Chairman of the People's Committee of Binh Dinh province agreed with the contents of tasks and solutions in the draft " Plan to innovate the work of receiving documents and returning results of administrative procedure settlement of the People's Committee at the commune level in the province" proposed by the Provincial People's Committee Office.
Mr. Pham Anh Tuan assigned the Provincial People's Committee Office to continue researching and completing this draft to promptly advise, propose promulgation and implement immediately after completing the arrangement of administrative units according to the Central Government's regulations.
The Chairman of the Provincial People's Committee requested the Provincial People's Committee Office to monitor and closely coordinate with agencies, units and localities at the district and commune levels to effectively implement the work of handling administrative procedures.
In particular, it is necessary to focus on improving the quality of service provision and promoting the use of online public services throughout the process; minimize direct contact, do not require people and businesses to submit paperwork except in cases prescribed by law. At the same time, encourage the application of alternative management methods to paper file management.
Assign the Provincial People's Committee Office to preside over and advise on restructuring and standardizing the online public service portfolio for administrative procedures that have arisen actual transactions, directly related to production, business activities and people's lives.
The goal is to ensure that the rate of online public services in the entire process reaches at least 80% as required by the Central Government, with a completion date of before April 15. In case it cannot be achieved due to legal problems, it is necessary to promptly advise and propose recommendations to central agencies for appropriate implementation instructions.
Cut 30% of compliance time and cost
Along with that, the Chairman of the People's Committee of Binh Dinh province requested agencies and units to base on the List of 562 administrative procedures with arising records under their management, conduct a review, evaluation and specific proposals on time reduction in each internal process. The goal is to ensure a minimum reduction of 30% of settlement time and 30% of costs for compliance with administrative procedures.
The Provincial People's Committee Office is assigned to monitor, urge and synthesize, and develop a general report of the province on the results of reviewing and cutting administrative procedures to report to the Prime Minister according to regulations.
Previously, on March 17, the Provincial People's Committee Office reported on the plan to review, cut and simplify administrative procedures in the area according to the direction of the Prime Minister.
According to the report, out of the total 1,843 administrative procedures in the province, 1,076 procedures did not arise records, the remaining 767 procedures had records. Of these, 147 procedures have had their processing time cut by 30% or more compared to the regulations of the Ministry or the Central branches; the remaining 620 procedures have not had their processing time cut.
On that basis, the Provincial People's Committee Office proposed to direct the continued review and time reduction for 562 administrative procedures. At the same time, the settlement time for 4 procedures without time regulations, 41 procedures with a duration of 1 day and 13 procedures with a duration of 2 days is kept unchanged.
