On May 6, the Steering Committee for the implementation of Directive No. 45/CT-TTg on the implementation of measures to combat illegal, unreported and unregulated (IUU) exploitation in Binh Dinh province held a preliminary meeting on the work in the first quarter of 2025 and deployed tasks in the coming time.
In the first quarter of 2025, Binh Dinh province has strongly directed the work of preventing and combating IUU. The Fishing Port Management Boards and Border Control Stations have inspected 100% of fishing vessels entering and leaving ports, determined not to allow them to leave ports if they lack valid documents. Fishing vessels aged 15m or more are required to have a journey monitoring device (GSHT) when completing procedures to leave the port.

From June 2024 to present, Binh Dinh has not had any fishing vessels violating foreign waters arrested. In the first quarter, the province sanctioned 31 IUU violations, with a total amount of nearly VND860 million.
At the meeting, Permanent Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tuan Thanh requested that from now until September 2025, functional forces will launch a peak period of patrolling and controlling at sea and at fishing ports.
" Localities must focus on direction, not let the organization of the organization affect the task of combating IUU fishing. The implementation results must be reported weekly, promptly reflecting problems for the Provincial People's Committee to direct handling", Mr. Nguyen Tuan Thanh suggested.
Concluding the meeting, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan emphasized that combating IUU fishing is an urgent task of long-term significance for the sustainable development of the seafood industry and removing the "yellow card" warning of the European Commission (EC).
For ships that do not meet the registration requirements or have not completed the procedures, Mr. Pham Anh Tuan requested that a list be made, brought to the concentration area, sealed and not allowed to depart. In case the boat no longer needs to operate or does not meet the conditions for long-term operation, the localization will be carried out and at the same time, support for job conversion for fishermen will be deployed to ensure livelihoods.
"Shipes that have not installed GSHT equipment will be banned from going to sea. The Provincial Border Guard is assigned to control 100% of fishing vessels entering and leaving the port, not allowing vessels at risk of IUU violations to leave the port. Ship that loses GSHT connection for more than 6 hours must be inspected and strictly handled and may be banned from fishing for a period of time," Mr. Pham Anh Tuan directed.
The Chairman of Binh Dinh Provincial People's Committee assigned the provincial Department of Agriculture and Environment to arrange forces to control the output of aquatic products unloaded from fishing vessels. The provincial police investigate and strictly handle cases of brokerage, organizing illegal fishing vessels and fishermen in foreign waters, or bringing detained people and vehicles back to the country in violation of regulations.
