In recent times, the Traffic and Civil Project Management Board of Binh Dinh province has actively coordinated with ministries, central and local branches to implement the project and basically meet the set plan.
However, the remaining workload is currently very large, especially tasks related to appraisal of documents, handover of defense land, selection of contractors, relocation of technical infrastructure, site clearance for resettlement areas and burial areas...
Therefore, Mr. Nguyen Tu Cong Hoang requested the Provincial Traffic and Civil Project Management Board to urgently complete the DTM dossier (environmental impact assessment report) of the project and the land mine serving the project to submit to the competent authority for appraisal and approval.
At the same time, speed up the completion of dossiers on conversion of forest, forest land, and rice land use purposes to meet the conditions for submission to the Provincial People's Council for consideration at the thematic session in May 2025.
Focus on implementing steps, documents, procedures, and developing compensation and support plans for site clearance in the runway area No. 2. These documents must be completed and submitted to the appraisal agency for approval in May to pay compensation in June 2025. The site clearance for resettlement areas and burial areas must be completed in July, to be ready to start construction from August 2025.
In addition, the Vice Chairman of Binh Dinh Provincial People's Committee requested the Project Management Board to work with Vietnam Airports Corporation (ACV) to promptly give opinions on the feasibility study report, serving the work of project appraisal and approval according to regulations.
At the same time, regularly coordinate with relevant ministries and branches to promptly handle problems in the implementation process, especially the issue of handing over National Defense land. In case of arising content beyond the authority, it is necessary to urgently report to the Provincial People's Committee for direction on handling.
Proactively coordinate closely with military units in the area such as Regiment 940, Regiment 925, ... to agree on a plan to prepare compensation and support records for site clearance for items in the affected military region. These plans must be submitted for appraisal and approval early to transfer funding to military units to carry out the relocation and construction of returned works to serve national security and defense work.
