People expressed their concern about the impact of merging provinces and cities on receiving and processing records for people and businesses.
Mr. Truong Cong Huy - Deputy Chief of Office of the Provincial People's Committee, Deputy Director of the Binh Duong Provincial Public Administration Service Center - said that from April 2025, Binh Duong province will proactively meet with Ho Chi Minh City and Ba Ria Vung Tau to review and build a new online public service system.
This system will inherit the advantages of the old system of the 3 localities. At the same time, digital technology and digital data will be strongly applied to implement the best online public services.
According to Mr. Truong Cong Huy, this system has been prepared and has been trained and tested in a number of areas of the 3 localities. On June 9, a number of communes and wards in Binh Duong province will conduct a trial operation, including an online public service subdivision connecting to the national public service portal. The National Public Service Portal will synchronously connect with all local departments and branches across the country as well as Binh Duong, Ba Ria Vung Tau and Ho Chi Minh City provinces.
According to Mr. Truong Cong Huy, from July 1, people only need to access one gate (National Public Transport Portal) then their documents will be sent to departments and new communes in Binh Duong province.
Deputy Director of Binh Duong Public Administration Center added that Binh Duong has now implemented 100% of non -administrative administrative procedures. People can go to any public administrative service center in the nearest commune to carry out administrative procedures. This is also the advance preparation of Binh Duong province so that when merging in Ho Chi Minh City, people do not have to go to Ho Chi Minh City to apply. People only need to go to the nearest public administrative service center, there is a decoration of equipment, volunteers and members of the community digital technology group to guide people and businesses to carry out administrative procedures.
According to Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the People's Council of Binh Duong Province, the policy of the province when arranging administrative units is to focus on grassroots level. The province is consolidating the public administrative service centers to ensure the processing of records for people and businesses are smoothly and unable to be interrupted and convenient. The Provincial Party Committee and People's Council are implementing many delegations to inspect places where the communal administrative service is arranged.

No need to change personal documents when merging administrative units
Lieutenant Colonel Nguyen Thai Son - Deputy Head of the General Staff of Binh Duong Provincial Police said that people do not have to change their citizen identification cards or other information when merging administrative boundaries (unless people have a request). Without causing the citizen identification card to expire, all information of the people about the new address will be updated and managed centrally on the national population database.
If people need to update new information about residents or redo citizenship, they can be implemented at the Police Department of Administrative Management, at the police of 14 wards, or perform online on the National Public Service Portal. The agency will update the nearest image of the people to change the citizen identification and move to the address that people have registered.
