On July 18, the Ministry of Public Security issued Official Dispatch No. 07/CD-BCA-V01 to the Public Security of units and localities requesting urgent implementation of proactive measures to respond to the complicated developments of storm Wipha.
The telegram was sent to the heads of professional departments, the Mobile Police Command, the National Data Center, logistics units and the Directors of the Public Security of 29 provinces and cities.
Accordingly, the leaders of the Ministry requested the heads of the Public Security of units and localities to resolutely direct and urgently implement a number of key tasks.
In particular, the Ministry recommends closely monitoring the developments of the storm, proactively forecasting the situation, based on the characteristics of the grassroots area, immediately deploy plans and solutions to ensure good security and order with the highest spirit and responsibility to promptly respond, not to be passive or surprised.
Implement well the motto "4 on-site", "3 reads", "5 proactiveness" of disaster prevention and control plans, ensuring safety of life and health for forces directly on duty and safety of forces, headquarters, detention facilities, documents, and working equipment of the People's Public Security force.
Prepare specialized equipment and means to serve natural disaster prevention, control and search and rescue.
Proactively coordinate with functional forces in the area: Most quickly overcome the damage caused by natural disasters, clean the environment, and soon stabilize people's lives;
Inspect and review dangerous areas that are not safe, promote the effectiveness of the national population database to promptly evacuate and relocate people and vehicles to safe places, especially in areas along rivers and streams, vulnerable works under construction, underground areas, mineral exploitation, industrial parks, urban areas, and residential areas at risk of landslides, flash floods, and inundation;
The Ministry of Public Security proposes to support temporary accommodation, food, and necessities for people to evacuate, absolutely not allowing "any person to have to wear a scarf to show off the ground";
Deploy measures to ensure the safety of dykes, dams, hydropower plants, and works with key and important projects related to national security and the safety of people when releasing floodwaters in downstream areas.
The functional units of the Ministry are ready with forces, means, materials, medicine, medicine, and funding to promptly provide support to localities if necessary; have plans to ensure communication to serve the command and operation in responding to natural disasters, organizing search and rescue, implementing plans to ensure environmental sanitation, epidemics, preventing and controlling epidemics and injuries during and after natural disasters.
Organize a serious and timely on-duty team to inform and convey the orders of the Ministry's leaders to the Public Security of units and localities, especially at the commune level; ensure that the number of troops is ready to deploy tasks to ensure security, order and prevent and combat natural disasters.
