The commune police will suddenly check residence and collect ID application from July 2025

The commune police will conduct periodic and ad hoc residential inspections and receive applications for ID cards for citizens and people of Vietnamese origin whose nationality is unknown from July 2025.

Minister of Public Security Luong Tam Quang has signed and issued Circular No. 53/2025/TT-BCA amending and supplementing a number of articles of Circular No. 55/2021/TT-BCA dated May 15, 2021 of the Minister of Public Security detailing a number of articles and measures to implement the Law on Residence amended and supplemented by Circular No. 66/2023/TT-BCA dated November 17, 2023; Circular No. 56/2021/TT-BCA dated May 15, 2021 of the Minister of Public Security detailing the form in registration and management of residence amended and supplemented by Circular No. 66/2023/TT-BCA dated November 17, 2023; Circular No. 17/2024/TT-BCA dated May 15, 2024 of the Minister of Public Security detailing a number of articles and measures to implement the Law on Identification.

Accordingly, Clause 5, Article 1 of this Circular has amended and supplemented Article 24 of Circular No. 55/2021/TT-BCA regulating the responsibilities of the Commune-level Police, as follows:

Perform the responsibilities stipulated in Article 33 of the Law on Residence.

Collect, update and edit information about citizens in the Residence Database, National Population Database according to authority.

Coordinate with agencies, organizations and individuals directly managing road, rail and inland waterway vehicles providing passenger transport services in the management area to review and count the status of residence of drivers and employees on these vehicles to serve the management of residence and crime prevention.

Carry out other residence management tasks according to the regulations of the superior police.

Periodically and suddenly conduct residence inspections.

Along with that, Clause 2, Article 3 of the Circular has amended and supplemented Article 15 of Circular No. 17/2024/TT-BCA on the responsibility of the Commune-level Police. Accordingly, from July 1, 2025, the Commune-level Police are responsible for:

Collect, update, and adjust information about citizens and people of Vietnamese origin who have not been identified in the National Population Database, ID Database; standardize, digitize, and exploit information in the National Population Database, ID Database; manage ID cards and ID certificates.

Grasp the situation, count and review citizens and people of Vietnamese origin who have not yet determined their nationality and have not been granted ID cards and ID certificates.

Organize the collection of applications for issuance of ID cards and ID certificates; check the use of ID cards and ID certificates of citizens and people of Vietnamese origin who have not yet determined their nationality according to the provisions of law.

Resolve complaints and denunciations related to the work of collecting, updating, adjusting, and exploiting information in the National Population Database, the Identification Database, and the work of issuing and managing identification cards under the management scope.

Periodically and suddenly report on the work of issuing and managing ID cards in the management area to the provincial police.
