On January 28, the Ministry of Justice just publicly announced the Appraisal Document for the draft Decree regulating location designation.
In which, the Ministry of Public Security - the drafting agency - said that in the draft submission to the Government about the necessity of issuing a decree.
According to the Ministry of Public Security, the location identification database (including information on geographical locations, works, agencies, production and business locations, services, residential areas, infrastructure, logistics...) plays a particularly important role, because the location is the foundation connecting all management, transaction, circulation of goods, service provision and people's lives.
One of the basic components but playing a key role is the location identification system and the location identification database. Building this database is not only a technical requirement but also a strategic task that is consistent to effectively serve the state management work under the functions of many ministries, sectors, and localities throughout from the Central to grassroots levels, many sectors, and many levels.
First, location identification plays an important role in managing and unifying information. In a legal system, clearly defining locations is an essential factor in implementing development policies, environmental protection as well as national security. The implementation of location identification is necessary to create synchronization in management, affirm the legality of works and locations and thereby promote the socio-economic development process towards modernity and efficiency.
Without a clear identification system, construction, planning, and development activities will face many difficulties due to information overlap and loss of authenticity.
Second, currently, in the management of many state agencies, information about locations is often scattered, lacks unity, and still overlaps between sectors and levels.
Therefore, the implementation of building a centralized location identification database at the Ministry of Public Security contributes to improving the efficiency and transparency of state management.
According to the Ministry of Public Security, the promulgation of the Decree on location designation will create a legal basis for the implementation of sustainable development projects, ensuring that economic activities do not harm the natural environment and community. In particular, in the context of increasingly serious climate change, identifying and managing potential locations for renewable energy projects becomes even more important.
To solve this problem, actively collecting and updating data and information about locations is very important. Functional agencies need to deploy surveys and research to build a complete and accurate database. Along with that, the application of information technology in management and information provision is also a feasible solution, creating favorable conditions for identifying and managing locations effectively" - Draft Submission of the Ministry of Public Security said.
