Regarding this content, the Ministry of Education and Training said that in the past time, the Ministry of Education and Training has implemented many solutions to manage tutoring activities. In which Circular 29/2024/TT-BGDDT clearly stipulates the responsibilities of levels and sectors in managing tutoring activities.
According to the provisions of Clause 2, Article 8 of Circular 29/2024/TT-BGDDT, the Provincial People's Committee is responsible for issuing regulations on local tutoring and extra classes in accordance with current legal regulations and conditions for practical implementation in the locality, including the responsibility of the Department of Education and Training.
In addition, the state management responsibility of the Department of Education and Training in the area has been stipulated in many legal documents such as the Law on Organization of Local Government, the Law on Education; Decrees stipulating the state management responsibility for education, Decrees stipulating the decentralization of authority of local authorities at two levels in the field of state management of the Ministry of Education and Training.
In the coming time, the Ministry of Education and Training will continue to direct localities to strictly implement the provisions of Circular 29/2024/TT-BGDDT, strengthen inspection and supervision according to their authority to strictly handle cases of intentional violations of regulations.
