Responsibility of the Ministry of Public Security with data on civil servants and public employees

Article 27, Decree 27/2026/ND-CP Regulations on the National Database on cadres, civil servants, and public employees (effective from July 1, 2026) stipulates the responsibilities of the Ministry of Public Security as follows:

1. Ensuring infrastructure, security, system safety, data and being responsible for operating technical infrastructure to serve the National Database on cadres, civil servants, and public employees located at the National Data Center.

2. Ensuring safety and operation. The data sharing and coordination platform serves to connect, synchronize, and share data between the National Database on cadres, civil servants, and public employees with national databases according to regulations.

3. Deploy technical measures to protect infrastructure, monitor information security, early warning of risks, prevent and combat network attacks, and respond to incidents, ensuring the integrity, readiness and data security during the operation of the National Database on cadres, civil servants, and public employees at the National Data Center.

4. Coordinate with the Ministry of Home Affairs:

a) Implement the connection of the National Population Database with the National Database on cadres, civil servants, and public employees to synchronize data to ensure accuracy and uniformity of basic information and data about cadres, civil servants, and public employees;

b) Implement connection and synchronization of data between the National Population Database, databases, and other information systems managed by the Ministry of Public Security containing data on cadres, civil servants, and public employees to match, clean, share, and update data to ensure accuracy and uniformity.

5. Presiding over and coordinating with the Ministry of Home Affairs and the Government Cipher Board to develop, promulgate and implement the Regulation on coordination on ensuring security, safety and operation of technical infrastructure serving the National Database on cadres, civil servants, and public employees.

6. Coordinate with the Ministry of Science and Technology, the Government Cipher Committee to ensure the safety and security of specialized data transmission networks in Party and State agencies, meeting the operating requirements of the National Database on cadres, civil servants, and public employees.

Thus, from July 1, 2026, the Ministry of Public Security has the same responsibility as above regarding data on cadres, civil servants, and public employees in the National Database.
