On February 17, the Traffic Police Department said that the Central Party Committee of the Public Security has directed functional units under the Ministry of Public Security to urgently advise on a plan to receive and hand over state management tasks on driving licenses and testing from the Ministry of Transport (MOT).
The arrangement and use of cadres must ensure conditions and standards, avoid the emergence of staffing, organizational units, streamlining, efficiency, effectiveness and efficiency; Decentralization and delegation of authority to organizations and individuals who are qualified to implement and thoroughly apply information technology and Project 06 in the process of implementing state management tasks in this field;
The process of handing over and receiving tasks between the two Ministries ensures that all activities of agencies and organizations take place continuously, without interruption, without affecting the normal operations of people and businesses.
During the implementation process, the Ministry of Public Security has closely coordinated with the Ministry of Transport to discuss, agree and agree on the contents, forms and methods of receiving and handing over; have specific instructions for the Public Security of units, localities and Departments of Transport to implement;
Especially in the assignment, decentralization of tasks and allocation of human resources in the Public Security at all levels, including: Ministry level, provincial level and commune level.
Accordingly, at the ministerial level, the Ministry of Public Security assigned the Traffic Police Department to receive and perform tasks corresponding to the Vietnam Road Administration; the provincial level assigned the Traffic Police Department to receive and perform tasks corresponding to the Department of Transport, the commune level to perform the task of receiving documents for renewal and re-issuance of driving licenses to serve people right at the facility.
Regarding the team of officers performing tasks, the current team of officers of the Public Security of units and localities will be used and arranged appropriately in terms of position, employment, and number of officers at each level, ensuring no increase in the total current payroll.
The police of units and localities are urgently organizing training on granting test Takers to ensure sufficient quantity, meeting qualifications and training on the use of test management software, granting driving licenses to ensure service to the people immediately upon receipt.
At the same time, the Ministry of Public Security is urgently completing institutions, a system of legal documents on testing, granting driving licenses and organizing the apparatus, assigning and decentralizing when not arranging the District Police to ensure a complete legal corridor, close to reality, serving the people most conveniently.
Orient the coming time when performing the task of state management of driving testing and licensing, the Ministry of Public Security will continue to promote digital transformation in management and implementation organization; upgrade and perfect modern software and equipment systems, applying them uniformly nationwide;
Promote administrative reform, mainly solving work through online public service systems, connecting data between state management agencies according to Project 06; promote the digitalization of records, minimizing the presentation of records, documents and papers when completing procedures for changing and reissuing driving licenses;
Automatically integrate people's driving licenses when issuing new, issuing new, issuing new, and reissuing them to applications to facilitate the process of checking and controlling by authorities when participating in traffic;
People can submit applications for driver's license renewal right in communes, wards and towns and can register to take the test in any locality nationwide after graduating from driver training courses, regardless of administrative boundaries and training places as at present;
Strengthen inspection, examination, and supervision directly and through equipment and techniques to ensure that the task force strictly complies with legal regulations, serving the people.
