On the afternoon of July 21, information from the Border Guard Command said that officers and soldiers of the 38th Border Guard Squadron on duty to prevent and fight against storms in Tung Trang Bay (Cat Ba sea area, Cat Hai special zone, Hai Phong city) are working with fishermen to ensure storm prevention and control before storm No. 3 (Wipha) is expected to make landfall in the Gulf of Tonkin this afternoon and evening.

Accordingly, officers and soldiers of the 38th Border Guard Squadron and fishermen tied their boats, checked ropes, buoys, collected nets and fishing gear.
Officers and soldiers also called on 36 vehicles/285 fishermen to take shelter from the storm, ensuring safety, and at the same time providing the Border Guard's hotline phone number to vehicles to promptly notify when a problem arises.
Currently, the 38th Border Guard Squadron deploys 3 ships on duty to prevent and combat the storm, including 40 officers and soldiers, according to the motto "4 on-site commands; on-site forces; on-site vehicles and supplies; on-site logistics); "3 readiness" (3 readiness to proactively prevent and combat; ready to respond promptly and effectively) in preventing, combating and overcoming the consequences caused by storm No. 3.
The unit synchronously organized many solutions to help fishermen and people in the area proactively prevent and avoid storms, ensuring the safety of people's lives and property.

On July 21, the General Staff of the Vietnam People's Army (VPA) issued Official Dispatch No. 4181/CD-TM to agencies and units to continue implementing a number of contents related to storm prevention and control No. 3 (storm wipha).

In particular, the Official Dispatch clearly stated the requirement to strictly maintain the on-duty regime at all levels, closely monitoring the developments of storm No. 3 (Wipha).
The Border Guard continues to direct the Border Guards of coastal provinces and cities from Quang Ninh to Ha Tinh to coordinate with local authorities and authorities to continue counting ships, promptly notify owners of vehicles, captains of ships and boats still operating at sea of the location, direction of movement and developments of the storm to move to avoid, take safe shelter or not enter dangerous areas; take measures to ensure safety for people and ships at anchorage areas, resolutely not let people stay on ships, cages, and aquaculture cages before and while the storm makes landfall.
