On July 19, Vice Chairman of Thanh Hoa Provincial People's Committee Cao Van Cuong signed and issued Official Dispatch No. 14559/UBND-NNMT on strengthening labor safety assurance at livestock farms in the province, after a particularly serious labor accident occurred at a pig farm of Dabaco Thanh Hoa Co., Ltd., Thach Quang commune.
The Provincial People's Committee assigned the Provincial Police to preside over and coordinate with relevant units to urgently investigate and clarify the cause of the accident; strictly handle violating organizations and individuals (if any) according to the provisions of law; and report to the Chairman of the Provincial People's Committee immediately after having initial investigation results.
The Department of Home Affairs is assigned to take the lead in inspecting the compliance with regulations on occupational safety and health at Dabaco Thanh Hoa Co., Ltd.; and at the same time coordinate to inspect large-scale livestock farms, especially biogas digesters, waste tanks and locations at risk of toxic gas generation.
The Department of Agriculture and Environment presides over the review of waste treatment systems at farms; the Department of Health guides first aid and emergency care for toxic gas inhalation and strengthens accident prevention propaganda.
People's Committees of communes and wards are required to conduct a general inspection of livestock establishments in the area, resolutely suspend operations or propose competent authorities to suspend establishments that do not ensure safety conditions.
For Dabaco Thanh Hoa Co., Ltd., the Provincial People's Committee requested close coordination with functional agencies to investigate the case, fully implement responsibilities to employees and families of victims; and at the same time review the entire operating process, immediately overcome existing problems, and prevent similar incidents from happening.
Previously, as Lao Dong Newspaper reported, at about 5:30 pm on July 18, an accident in the biogas pit area of the farm killed 5 workers and seriously injured 2 people who are being treated.
Immediately after the incident occurred, leaders of the Provincial People's Committee, departments, branches and localities were present at the scene to direct rescue work, overcome the consequences, visit the families of the victims and direct the investigation into the cause of the incident.
